The Union and the OCTs shall promote regulatory convergence with recognised international standards on regulation and supervision in the area of financial services including: the Basel Committee’s ‘Core Principle for Effective Banking Supervision’, the International Association of Insurance Supervisors’ ‘Insurance Core Principles’, the International Organisation of Securities Commissions’ ‘Objectives and Principles of Securities Regulation’, the OECD’s ‘Agreement on exchange of information on tax matters’, the G20 ‘Statement on Transparency and exchange of information for tax purposes’, the Financial Stability Board’s ‘Key Attributes of Effective Resolution Regimes for Financial Institutions’ and the Financial Action Task Force’s ‘International Standards on Combating Money Laundering and the Financing of Terrorism and Proliferation — the FATF Recommendations’.

Bring banking supervision to State level (together with the ancillary supervision activities) and ensure that this supervisory authority functions effectively, in line with the Basel core principles for effective banking supervision.
Het toezicht op de banken (en bijkomende activiteiten met betrekking tot toezicht) op staatsniveau brengen en ervoor zorgen dat de toezichthoudende autoriteit doelmatig functioneert, overeenkomstig de Bazelse kernbeginselen voor een effectief bankentoezicht.

(4a) In order to prevent the risk that the establishment of a supervisory mechanism which covers only some of the Member States could lead to a fragmentation of supervisory practices within the internal market, it is fundamental that the single rulebook is accompanied by a European supervisory handbook, drawn up by EBA in consultation with national supervisory authorities, in order to identify the practices of the highest quality across the Union as regards supervisory methodologies and processes so that core Basel and Union principles are not undermined.
(4 bis) Om te voorkomen dat de invoering van een toezichtsmechanisme dat slechts geldt in een aantal lidstaten, leidt tot een fragmentering van de toezichtsactiviteiten op de interne markt, is het van fundamenteel belang dat het gemeenschappelijke rulebook gepaard gaat met een Europees toezichtshandboek, dat wordt opgesteld door de EBA, in overleg met de nationale toezichthoudende autoriteiten, om in de Unie de praktijken te identificeren met de hoogste kwaliteit, wat toezichtsmethodologieën en -processen betreft, om ervoor te zorgen dat de beginselen van Bazel en van de EU niet worden ondermijnd.
