TRADUCTIONS EN CONTEXTE

The Commission has proposed linking the CDM and JI to the EU Emissions trading scheme, thereby providing a stronger demand from European businesses for emission reduction through CDM projects.

The FP-funded CDMED (CDM for the Mediterranean area) and MED2010 projects(large scale integration of solar and wind power in Mediterranean countries) showed that the CDM mechanism could play a positive and important role in developing the wind energy market in the Mediterranean region.

To the extent that the GCCA entails action on mitigation, stresses that LDCs and SIDS need capacity-building and technical support in order to be able to enhance their participation in the CDM; also calls on the Commission to actively engage in international climate change negotiations with the goal of strengthening the CDM, to ensure additionality and coherence with development and climate goals; further calls on the Commission not to focus exclusively on CDM as the ultimate policy tool, but also provide alternative support for mitigation action more suitable for the poorest countries, with priority given both to land use, land-use change and forestry (LULUCF) activities and low-carbon technologies;

Reconfirms its support for the continuing use of the Clean Development Mechanism (CDM) as a means of promoting climate-friendly technologies; emphasises that conditions should be created as soon as possible for the continuation and further development of the CDM beyond 2012; highlights the need to improve effectiveness through stricter sustainability criteria, improved governance, simplified administrative procedures and the possible movement towards sectoral CDM; emphasises however that, as an offset mechanism, it is only a temporary solution and the goal should remain to establish a global carbon cap based on a fair and proportionate allocation of quotas; maintains the principle agreed under the Kyoto Protocol that the use of flexible mechanisms must be supplemental to domestic reductions;
19. bevestigt opnieuw zijn steun voor aanhoudende toepassing van het mechanisme voor schone ontwikkeling (Clean Development Mechanism - CDM) als middel ter bevordering van klimaatvriendelijke technologieën; benadrukt dat zo snel mogelijk voorwaarden moeten worden gecreëerd voor het voortzetten en verder ontwikkelen van het CDM na 2012; wijst op het belang van verbetering van de doeltreffendheid door middel van striktere duurzaamheidscriteria, beter bestuur, vereenvoudigde administratieve procedures en mogelijkerwijs de opsplitsing in sectorale CDM; wijst er echter met nadruk op dat dit als compensatiemechanisme slechts een tijdelijke oplossing vormt en dat totstandbrenging van een mondiaal koolstofplafond op basis van een billijke en evenredige toewijzing van quota het doel moet blijven; onderschrijft het beginsel van het Protocol van Kyoto dat het gebruik van flexibele mechanismen een aanvulling moet zijn op binnenlandse reducties;

The demand for CDM credits will also be stimulated and thus developing countries hosting CDM projects will be assisted in achieving their sustainable development goals.
De vraag naar CDM-kredieten zal eveneens worden gestimuleerd en ontwikkelingslanden die als gastland van CDM-projecten fungeren zullen zodoende worden bijgestaan in het verwezenlijken van hun doelstellingen inzake duurzame ontwikkeling.

In accordance with the UNFCCC, the Kyoto Protocol and any subsequent decision adopted for their implementation, the Commission and the Member States shall endeavour to support capacity-building activities in developing countries and countries with economies in transition in order to help them take full advantage of JI and the CDM in a manner that supports their sustainable development strategies and to facilitate the engagement of entities in JI and CDM project development and implementation.
Overeenkomstig het UNFCCC, het Protocol van Kyoto en verdere voor de uitvoering ervan genomen besluiten trachten de Commissie en de lidstaten capaciteit opbouwende activiteiten in ontwikkelingslanden en landen die een overgang naar een markteconomie doormaken, te steunen, teneinde hen in staat te stellen ten volle te profiteren van JI en het CDM op een wijze die hun strategie voor duurzame ontwikkeling ten goede komt en het betrekken van organisaties in de ontwikkeling en uitvoering van JI- en CDM-projecten te vergemakkelijken.
