The EU's common security and defence policy (CDSP) is an integral part of the EU's common foreign and security policy (CFSP).

49. Considers that, in line with the quadripartite negotiations on the setting up of the European External Action Service, an enhanced identification of CFSP and CDSP missions should be sought, in the interests of improved transparency and the facilitation of budgetary overview; decides, consequently, to split lines 19 03 01, 19 03 03 and 19 03 07 in order to create separate budget lines for EUMM Georgia, EULEX Kosovo and EUPOL Afghanistan, which are the major missions conducted under CFSP/CDSP for the year 2011;
49. is van oordeel dat er, in lijn met het vierpartijenoverleg over de oprichting van de Europese dienst voor extern optreden, een duidelijker afbakening van GBVB- en GVDB-missies moet komen, zulks omwille van de transparantie en van een overzichtelijke begroting; besluit derhalve de lijnen 19 03 01, 19 03 03 en 19 03 07 te splitsen en afzonderlijke begrotingslijnen op te voeren voor EUMM Georgië, EULEX Kosovo en EUPOL Afghanistan, die in 2011 de belangrijkste missies in het kader van het GVBV/GVDB zullen zijn;

De zitting van de Raad was voor een aanzienlijk deel gewijd aan het gemeenschappelijk veiligheids- en defensiebeleid (GVDB). Aan dat onderdeel werd deelgenomen door de ministers van Defensie.

12. Reiterates its concerns about the lack of transparency and information as regards the financing of the common costs of EU operations having military or defence implications, since the Athena mechanism clearly does not afford an overview of all the financial implications of missions conducted under the CFSP; welcomes, therefore, the setting-up of the start-up fund under Article 41(3) TEU and asks to be consulted on its management, in line with the EP's general prerogatives in relation to the CFSP and the CDSP as defined in Article 36 TEU; points out that increased participation by Parliament in defining, monitoring and following up the CFSP ensues from both the interconnection between the CFSP and the CDSP, as underlined in Article 42 TEU, and the enhanced parliamentary scrutiny at national and European level enshrined in Protocol No 1 thereto;
12. herhaalt verontrust te zijn over het gebrek aan openbaarheid en informatie over de financiering van de gezamenlijke kosten van EU-optreden met militaire gevolgen of consequenties op defensiegebied, daar het Athena-mechanisme duidelijk geen overzicht biedt van alle financiële gevolgen van in het kader van het GBVB uitgevoerde missies; spreekt dan ook zijn waardering uit voor de oprichting van het startfonds overeenkomstig artikel 41, lid 3, van het EU-Verdrag en verzoekt over het beheer ervan te worden geraadpleegd overeenkomstig de algemene bevoegdheden van het EP met betrekking tot het GBVB en het GVDB zoals omschreven in artikel 36 van het EU-Verdrag; wijst erop dat meer betrokkenheid van het Parlement bij de formulering, controle en follow-up van het GBVB voortvloeit uit het onderlinge verband tussen GBVB en GVDB zoals wordt benadrukt in artikel 42 van het EU-Verdrag, en uit het verscherpte parlementaire toezicht op nationaal en Europees niveau dat verankerd is in het daarbij gevoegde Protocol nr. 1;
