Proposals for a third phase as referred to in Article 9(2) might be necessary if, before the assessment is completed on 31 december 2005, the results achieved are not those expected, the expectation in question being that the average market share, at EU level, of ballasts meeting the energy efficiency standards of CELMA type A would be greater than 55 %.
Voorstellen voor een derde fase als bedoeld in artikel 9, lid 2, kunnen noodzakelijk blijken indien, vóór de afronding van het onderzoek op 31 december 2005 komt vast te staan dat de verwachte resultaten niet zijn bereikt, waarbij als verwachting geldt, dat het gemiddelde marktaandeel, op EU-niveau, van voorschakelapparaten die voldoen aan de energierendementsnormen van CELMA-type A, groter is dan 55 %.

(11a) Whereas the overall aim of this Directive is to move gradually away from the less efficient magnetic ballasts, and towards the more efficient electronic ballasts, which also offer extensive energy saving features, such as dimming, while exceptionally permitting, if necessary, the most efficient magnetic ballasts only for special uses, for example extremely cold conditions, ie the 'B1' ballasts within the classification system of CELMA, the Association of Manufacturers of Luminaires and Components of Luminaires;
(11 bis) overwegende dat deze richtlijn voornamelijk ten doel heeft geleidelijk afstand te doen van de minder efficiënte magnetische voorschakelapparaten en over te gaan op de meer efficiënte elektronische voorschakelapparaten, die ook grote mogelijkheden voor energiebesparing bieden, zoals dimmen, waarbij zo nodig de meest efficiënte magnetische voorschakelapparaten bij uitzondering en alleen voor speciaal gebruik kunnen worden toegestaan, b.v. bij extreem koude, d.w.z. de voorschakelapparaten van de klasse 'B1' in het classificatiestelsel van de CELMA, federatie van fabrikanten van verlichtingsapparatuur;
