Through the CIPS programme, the Commission contributes in various ways to the implementation of European Programme for Critical Infrastructure Protection (EPCIP) [10], and of sectoral EU rules such as the Council Directive On the identification and designation of European critical infrastructures and the assessment of the need to improve their protection [11].

Welcomes the Commission’s intention to propose lighter administrative and financial rules for SMEs as well as a set of streamlined instruments to strengthen their innovation capacities over the full innovation cycle, including non-technological innovation, within the future Research and Innovation financing framework and, in particular, successor programmes of FP7 and CIP; reminds the Commission about the importance of delivering local support for SMEs, for example, through the involvement of innovation centres, chambers of commerce, business organisations and innovation clusters;

Acknowledges that both shared and centralised management require specific rules and that the top-down approach of FP7 and CIP and the bottom-up approach of Structural Funds each have their own merits; underlines, however, the need to harmonise the rules, procedures and practices (eligibility rules, standard unit costs, lump sums, etc.) governing different instruments and to ensure better coordination (of schedules of calls for proposals, themes and types of calls, etc.); calls on the Commission to explore possibilities to that end, without prejudice to competences of Member States and regions under shared management, while encouraging an administrative culture that promotes a pluridisciplinary approach via common cross-sectoral strategies in a range of subject areas, and via continuous dialogue between different policy communities in order to strengthen policy coherence; calls on the Commission to simplify the administration of the funds concerned and asks for the specific strengths of both support pillars to be promoted at the same time as making use of synergies and simultaneously increasing their impact;

Believes – while acknowledging that Community programmes such as SF, FP7 and CIP differ in their primary focus, mechanism and administration – that diverse rules, procedures and practices unnecessarily hinder effective implementation; calls for a more harmonised approach (to eligibility rules, standard unit costs, lump sums, etc.), better coordination (of schedules of calls for proposals, themes and types of calls, etc.) and more exchange of information between the different programmes; sees a clear need for more expertise at the regional level regarding application for Community funding, administrative and financial procedures, fund management and financial engineering; in this connection, calls on the Commission to act as a facilitator and to provide joint guidance on Community funding opportunities through ex-ante guidance notes;
6. onderkent weliswaar dat communautaire programma's als SF, KP7 en CIP van elkaar verschillen qua zwaartepunt, werkwijze en bestuur, maar is niettemin van mening dat de uiteenlopende regels, procedures en gebruiken de doeltreffende tenuitvoerlegging ervan onnodig belemmeren; dringt aan op een meer geharmoniseerde benadering (voor subsidiabiliteitsregels, standaardprijzen per eenheid, forfaitaire bedragen, etc.), een betere coördinatie (van schema's voor oproepen tot het indienen van voorstellen, onderwerpen en soorten oproepen, etc.) en meer informatie-uitwisseling tussen de verschillende programma's; ziet op regionaal niveau een duidelijke behoefte aan meer deskundigheid inzake het aanvragen van communautaire financiering, administratieve en financiële procedures, fondsbeheer en financiële instrumentering; roept de Commissie in dit verband op een faciliterende rol te spelen en begeleiding te bieden met betrekking tot communautaire financieringsmogelijkheden door middel van ex ante richtsnoeren;
