The 700 MHz frequency band should therefore be used for the provision of terrestrial wireless broadband electronic communications services based on a harmonised channelling arrangement (‘core arrangement’) and related common least restrictive technical conditions, whenever Member States designate it for use other than by high-power broadcasting networks.

The rapporteur is quite unable to understand why, if the first change to the use of the band is being made through the legislative channel, the decision on subsequent uses should evade parliamentary scrutiny.
De rapporteur kan absoluut niet begrijpen waarom, als de eerste wijziging in het gebruik van de frequentieband via het wetgevingskanaal is aangebracht, het besluit over later gebruik zou moeten ontsnappen aan de parlementaire controle.

(1) Directive 90/544/EEC required Member States to designate, by 31 December 1992, in the 169,4 to 169,8 MHz radio spectrum band four channels for the pan-European land-based public radio paging service (hereinafter "ERMES") and to prepare, as quickly as possible, plans to enable pan-European public radio paging service to occupy the whole band 169,4 to 169,8 MHz according to commercial demand.
(1) Krachtens Richtlijn 90/544/EEG moesten de lidstaten uiterlijk op 31 december 1992 vier kanalen in de radiofrequentieband van 169,4 tot 169,8 MHz ter beschikking stellen van de pan-Europese openbare semafoondienst te land (ERMES) en zo snel mogelijk plannen voorbereiden om het gehele bandbereik van 169,4 tot 169,8 MHz aan de pan-Europese openbare semafoondienst toe te kunnen wijzen, een en ander afhankelijk van de commerciële vraag.

(13) The procedures governing the assessment of conformity or suitability for use of constituents should be based on the use of the modules covered by Council Decision 93/465/EEC of 22 July 1993 concerning the modules for the various phases of the conformity assessment procedures and the rules for the affixing and use of the CE conformity marking, which are intended to be used in the technical harmonisation directives ; as far as necessary, these modules should be expanded to cover specific requirements of the industries concerned.
(13) De procedures voor de beoordeling van de conformiteit of de geschiktheid voor gebruik van de onderdelen moeten gebaseerd zijn op het gebruik van de modules die zijn opgenomen in Besluit 93/465/EEG van de Raad van 22 juli 1993 betreffende de modules voor de verschillende fasen van de conformiteitsbeoordelingsprocedures en de voorschriften inzake het aanbrengen en het gebruik van de CE-markering van conformiteit, die bedoeld zijn voor gebruik in de technische-harmonisatierichtlijnen .
