To ensure that our electricity networks are fit for the 21st Century, we need a strongly integrated research and demonstration programme: research to develop new technologies to monitor, control and operate networks in normal and emergency conditions and develop optimal strategies and market designs to provide all actors with the right incentives to contribute to the overall efficiency and cost-effectiveness of the electricity supply chain; up to 20 large-scale demonstration projects at real life scale to validate solutions and value their real system benefits, before rolling them out across Europe.

On the European level, the EU should contribute directly to scientific projects and research and demonstration programmes, building on the Strategic Energy Technology Plan (SET Plan) and the next Multiannual Financial Framework, and in particular Horizon 2020, to invest in partnerships with industry and Member States to demonstrate and deploy new, highly efficient energy technologies on a large scale.

Initiatives under Article 185 TFEU supported under the Sixth Framework Programme of the European Community for research, technological development and demonstration activities ("the Sixth Framework Programme"), adopted by Decision No 1513/2002/EC of the European Parliament and of the Council , and/or under the Seventh Framework Programme for which further support may be provided under the above conditions include: the European Developing Countries Clinical Trials Partnership (EDCTP), Ambient Assisted Living Joint Programme (AAL), Baltic Sea Research and Development Programme (BONUS), the Eurostars Programme and the European Metrology Research Programme (EMRP).

Calls for EU quality and security standards, as well as an EU system and network of laboratories for the certification of CBRN security equipment and technologies, to be developed; underlines that strict security standards and hiring procedures also need to apply to personnel employed at facilities with access to harmful agents; calls for the sharing and use of best knowledge and expertise from both the civil and military fields; again under the leadership of the Commission, stresses that the necessary research and development funding should be provided to ensure that applied research and major demonstration programmes with an EU dimension are carried out, and, given the fragmentation of this market, that an EU industrial policy in the field of civil security is needed, stimulating cooperation between enterprises in the EU and with specific support for small and medium-sized enterprises/small and medium-sized industries (SMEs/SMIs), which create a significant share of innovation under the FP7/Security, which should be increased, and that efforts should be made to stimulate cooperation (particularly cross-border cooperation) between European enterprises; wishes to see the emergence of a comprehensive project management capability to manage all aspects of CBRN security projects, covering the entire life cycle of the CBRN threat (prevention, detection and response); calls on the Commission to propose a strategy for developing the biodefence industry in Europe;
dringt aan op de ontwikkeling van kwaliteits- en veiligheidsnormen van de EU en een EU-stelsel en -netwerk van laboratoria voor de certificering van CBRN-beveiligingsuitrusting en -technologie; onderstreept dat ook strenge veiligheidsnormen en aanwervingsprocedures dienen te gelden voor personeel dat werkzaam is bij installaties met toegang tot schadelijke stoffen; dringt aan op het delen en gebruiken van de beste kennis en knowhow op civiel en militair gebied; onderstreept dat - ook hier onder leiding van de Commissie - de nodige onderzoeks- en ontwikkelingsmiddelen ter beschikking moeten worden gesteld om ervoor te zorgen dat toegepast onderzoek en grote demonstratieprogramma's met een Europese dimensie worden uitgevoerd, en dat gezien de versnippering van deze markt een industriebeleid van de EU op het gebied van civiele veiligheid nodig is, waarbij samenwerking tussen bedrijven in de EU wordt bevorderd en speciale steun wordt verleend aan kleine en middelgrote ondernemingen en kleine en middelgrote industriële ondernemingen (KMO/KMIO); pleit voor meer steun aan de KMO/KMIO, die instaan voor een aanzienlijk deel van de innovatie binnen KP7/Veiligheid, en voor meer samenwerking (met name grensoverschrijdend) tussen Europese bedrijven; spreekt de wens uit dat er een alomvattend projectmanagement tot stand komt dat alle aspecten van CBRN-beveiligingsprojecten voor zijn rekening kan nemen, waarbij de volledige levenscyclus van de CBRN-dreiging (preventie, detectie en reactie) is gedekt; verzoekt de Commissie een strategie voor te stellen om de biodefensie-industrie in Europa te ontwikkelen;

Welcomes the fact that CBRN protection is being addressed as a topic under the established European Framework Cooperation (EFC) for Security and Defence Research between the Commission, the European Space Agency (ESA) and the European Defence Agency (EDA); stresses that complementarity, coordination and synergy between defence RT investment and research investment for civilian security by the Commission under the Seventh Framework Programme would require genuine improvements in the relevant legal conditions governing the exchange of information within the EFC and between activities at national and EU level, as provided for by Council Decision 2006/971/EC of 19 December 2006 concerning the Specific Programme Cooperation implementing the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007 to 2013) (22); calls for the development of applied research with a European dimension concerning the safety of installations, in order to protect local communities and the environment, and for the launching of major demonstration programmes; encourages the creation of centres of expertise specialising in CBRN threats and mobility for researchers;
