The GFCM may, on the basis of scientific evidence, make binding recommendations designed to maintain the populations of stocks of living aquatic resources in the Mediterranean and the Black Sea at levels which will permit the maximum sustainable catch for food and other purposes.

7. Calls for urgent measures to achieve a sustainable balance between exploitation and living aquatic resources, including both commercial and non-commercial species, on a zone-by-zone and species-by-species basis, and the habitats on which they depend, in keeping with the objective under the Sustainable Development Strategy of the EU to protect and restore habitats and natural systems and halt biodiversity loss by 2010 with a view to achieving the Johannesburg target of all depleted stocks to be at a level that can produce the maximum sustainable yield not later than 2015;
7. dringt aan op dringende maatregelen om per zone een duurzaam evenwicht tot stand te brengen tussen exploitatie en in het water levende bestanden van commerciële en niet-commerciële soorten en de habitats waarvan zij afhankelijk zijn, overeenkomstig het in de duurzame ontwikkelingsstrategie van de EU geformuleerde doel habitats en natuurlijke systemen te beschermen en te herstellen en het verlies aan biodiversiteit uiterlijk in 2010 een halt te hebben toegeroepen, tevens rekening houdend met het in Johannesburg gestelde doel dat alle uitgeputte bestanden uiterlijk in 2015 op een peil zijn dat de grootste duurzame opbrengst kan produceren;
