In May 2008, the Economic and Financial Affairs Council (Ecofin) invited the Commission to revise the Commission decisions on the establishment of the Level 3 Committees by giving to the Committees specific tasks to foster supervisory cooperation and convergence of their roles in assessing risks to financial stability, and Ecofin mentioned certain tasks that could be included (2).

The Commission expects the market to bring appropriate and rapid responses to the issues raised by the Economic and Financial Affairs Council on 9 October 2007, in particular on the issues of transparency and valuation of complex financial instruments.

This joint report was adopted by the "Employment, Social Affairs, Health and Consumer Affairs" Council on 6 March and by the "Economic and Financial Affairs" Council on 7 March as a contribution to the March 2003 European Council.
