19. Considers it vital that the appropriate Council bodies (Committee for civilian aspects of crisis management, the Situation Centre and the Crisis cell(s)) should cooperate closely with their counterparts at the Commission (in particular the Crisis Coordination Unit and ECHO) under a clearly designated authority so as to avoid the duplication of effort and ensure the effectiveness of Union action;

Contributions by the EUMS for civilian aspects of crisis management remain under the functional responsibility of DGE IX for all activities (planning, Fact-Finding Missions, etc.) up to and including the development of the CMC and, where appropriate, CSO/PSOs.
Wat de bijdragen van de EUMS ten behoeve van de civiele aspecten van crisisbeheersing betreft, blijft DGE IX functioneel verantwoordelijk voor alle activiteiten (planning, onderzoeksmissies en dergelijke) tot en met de ontwikkeling van het crisisbeheersingsconcept en in voorkomend geval CSO's en PSO's (civiel- en politieel-strategische opties).
