Definition: A condition of arrested or incomplete development of the mind, which is especially characterized by impairment of skills manifested during the developmental period, skills which contribute to the overall level of intelligence, i.e. cognitive, language, motor, and social abilities. Retardation can occur with or without any other mental or physical condition. Degrees of mental retardation are conventionally estimated by standardized intelligence tests. These can be supplemented by scales assessing social adaptation in a given environment. These measures provide an approximate indication of the degree of mental retardation. The diagnosis will also depend on the overall assessment of intellectual functioning by a skilled diagnostician. Intellectual abilities and social adaptation may change over time, and, however poor, may improve as a result of training and rehabilitation. Diagnosis should be based on the current levels of functioning.
Omschrijving: Een toestand van tot stilstand gekomen of onvolledige ontwikkeling van het verstand, die vooral wordt gekenmerkt door een tijdens de ontwikkelingsperiode aan het licht tredende stoornis van vaardigheden, die mede bepalend is voor het algehele intelligentieniveau, d.w.z. cognitieve, verbale, motorische en sociale vermogens. Zwakzinnigheid kan voorkomen met of zonder een andere psychische of lichamelijke aandoening. Het is gebruikelijk de graad van zwakzinnigheid te schatten aan de hand van gestandaardiseerde intelligentietests. Deze kunnen worden aangevuld met schaalindelingen die de sociale aanpassing onder gegeven omstandigheden bepalen. Deze metingen geven een benadering van de graad van zwakzinnigheid. Welcomes the fact that the country continues to be the regional leader in terms of ease of doing business, as well as its improved performance in the World Bank global ranking, in which it has risen from 31st in 2013 to 30th in 2014; notes, however, that difficult contract enforcement and frequent legal changes without adequate consultation pose serious challenges to the business climate; underlines, at the same time, the importance of making progress as regards labour law and strengthening the social dialogue; stresses the need to further improve the business environment by supporting SMEs, reducing regional disparities, and linking RD institutions to the business and employment sector;

Calls on the Commission to ensure that all companies operating in the single market, including those transnational corporations the subsidiaries or supply chains of which are located in the EU, comply with all their legal obligations at both the national and EU level in order to ensure fair competition and maximise the benefits for EU consumers; calls on the Commission actively to promote responsible business conduct amongst EU companies operating abroad, with special focus given to ensuring strict compliance with all their legal obligations, stemming from either domestic laws or any bilateral or international legal obligations their business operations are subject to therein, not the least compliance with international standards and rules in the areas of human rights, labour and the environment; suggests, to this end, that the Commission should actively engage with its partners in developing and emerging countries in order to exchange best practices and know-how on the ways and means of improving the business environment and raising awareness about responsible business conduct;

12. Urges the Commission to simplify Directives 2004/17/EC and 2004/18/EC, to streamline the procurement process, to reduce the level of detail of the regulations and to reduce administrative burdens, thereby improving the business environment for European clients and enterprises and for EU trading partners, guaranteeing fair competition and increasing the efficiency and effectiveness of European public procurement; therefore emphasises the need to improve the business environment for SMEs by adapting thresholds, reducing the administrative burden and increasing the scope for action;
12. dringt er bij de Commissie op aan de Richtlijnen 2004/17/EG en 2004/18/EG te vereenvoudigen, de procedure voor overheidsopdrachten te stroomlijnen, de regels minder gedetailleerd te maken en de administratieve belasting te verlichten, en aldus het handelsklimaat voor Europese klanten en bedrijven alsmede voor de handelspartners van de EU te verbeteren, eerlijke concurrentie te waarborgen en de efficiency en doeltreffendheid van Europese overheidsopdrachten te verhogen; onderstreept dan ook de noodzaak om het handelsklimaat voor het mkb te verbeteren door drempelwaarden aan te passen, de administratieve belasting te verminderen en de mogelijkheden voor activiteiten te vergroten;
