Europe has a responsibility – a collective responsibility – and the Commission will work in concert with the United Nations to put an end to this scandalous situation that cannot be made to last.

Expresses strong concern about the consequences of the financial and economic downturn, falling investment and growing inequalities in the EU, especially among its regions as regards productivity, competitiveness and prosperity; points out that it is vital to take strong policy measures and allocate adequate financial resources to support a renaissance of industry for a sustainable Europe, based, inter alia, on cultural and creative industries and new technologies such as nanotechnologies, biotechnologies and microelectronics; maintains that, failing such an action, the sharp decline in industrial production will have a serious negative impact not only on the EU’s output, but also on social and territorial cohesion, and that the ‘technology gap’ between the EU and other high-tech hubs, i.e. the United States and the BRIC countries, will grow dangerously wider;

Outside Europe, the United States is the number one participant in the 7th Framework Programme, with well over 300 signed grant agreements and other collaborations. Its participation is particularly strong in the themes of Health, Information and Communication Technologies, Nanotechnologies and Materials, Food, Agriculture and Fisheries and Biotechnologies, and Environment.

This antitrust case concerns a series of agreements and/or concerted practices put in place by Topps Europe Ltd together with three other European subsidiaries of the Topps Company Inc. of the United States, and several of its distributors in the United Kingdom, Italy, Finland, Germany, France and Spain.

After a detailed investigation launched in 1996, the Commission discovered that, between 1992 and 1995, the following companies took part in a Europe-wide cartel designed essentially to implement concerted price increases: Arjo Wiggins Appleton Plc and Carrs Paper Ltd (United Kingdom), Mitsubishi HiTech Paper Bielefeld GmbH, Papierfabrik August Koehler AG, Zanders Feinpapiere AG (Germany), Bolloré SA and Papeteries Mougeot SA (France), Distribuidora Vizcaina de Papeles S.L, Papelera Guipuzcoana de Zicuñaga SA, Torraspapel SA (Spain) and Sappi Limited (South Africa).

To help improve matters, under the Fourth Framework Programme efforts will be made to encourage more concerted action at the highest political level, to take appropriate action to coordinate the Member States' participation in major international projects in which only a united Europe can become a partner on equal terms with economic powers such as the United States and Japan, and to help improve the coordination of research activities conducted by various European organizations such as ESA, CERN and ESO.

Mr Bangemann underlined the three mainstays and initial successes of European pharmaceuticals policy: - consolidation of the internal market: as from 1995 the European Agency for the evaluation of medicinal products will provide easier and quicker access to the European market; - protection of therapeutic innovation: in the United States the pioneers of biotechnology work in a more stable and more favourable regulatory framework than in Europe.

(b) Develop a concerted approach to international social policy issues within the multilateral institutions (United Nations, World Health Organisation, Council of Europe, International Labour Organisation and, where appropriate, WTO and OECD);
b) Er moet een onderling afgestemde aanpak worden ontwikkeld met betrekking tot internationale sociale aangelegenheden in het kader van de multilaterale instellingen (Verenigde Naties, Wereldgezondheidsorganisatie, Raad van Europa, Internationale Arbeidsorganisatie en, in voorkomend geval, WTO, OESO).
