B. whereas European rural development policy, which is the second pillar of the CAP, was officially recognised in the context of the Agenda 2000 reform; whereas that reform gave rural development policy a status beyond that of a social and structural policy implemented merely as an adjunct to policy on agricultural markets;

The EAFRD shall contribute to the Europe 2020 Strategy, within the framework of a European rural development strategy, by promoting sustainable rural development throughout the Union in a complementary manner to the other instruments of the common agricultural policy (hereinafter ‘CAP’), in coordination with and in addition to cohesion policy and to the common fisheries policy.
In het kader van een Europese strategie voor plattelandsontwikkeling draagt het ELFPO bij tot de Europa 2020-strategie door de duurzame ontwikkeling van het platteland in de hele Unie te bevorderen via instrumenten die complementair zijn aan de andere instrumenten van het gemeenschappelijk landbouwbeleid (hierna het „GLB” genoemd), in coördinatie met en in aanvulling op het cohesiebeleid en het gemeenschappelijk visserijbeleid.

The EAFRD shall contribute to the Europe 2020 Strategy, within the framework of a European rural development strategy, by promoting sustainable rural development throughout the Union in a complementary manner to the other instruments of the common agricultural policy (hereinafter “CAP”), in coordination with and in addition to cohesion policy and to the common fisheries policy.

The LEADER approach therefore occupies a legitimate place in the European rural development policy and Member States' rural development programmes and deserves greater support, not just within the framework of the CAP.
Daarom is in het Europees plattelandsontwikkelingsbeleid en de desbetreffende programma's van de lidstaten voor de Leader-methode een duidelijke plaats weggelegd. Ze verdient ook meer steun, ook buiten het GLB.

In order to ensure uniform conditions for the implementation of this Regulation, implementing powers should be conferred on the Commission, in relation to the content of rural development programmes and national frameworks, the approval of programmes and of modifications thereto, the procedures and timetables for approval of programmes, the procedures and timetables for the approval of modifications to programmes and to national frameworks, including their entry in to force and frequency of submission, the rules on payment methods for participants' costs for knowledge transfer and information actions, specific conditions for the implementation of rural development measures, the structure and operation of networks set up by this Regulation, the information and publicity requirements, the adoption of the monitoring and evaluation system and the rules for the operation of the information system, and the rules concerning the presentation of the annual implementation reports.
Teneinde eenvormige voorwaarden voor de uitvoering van deze verordening te waarborgen, moeten aan de Commissie uitvoeringsbevoegdheden worden verleend met betrekking tot de inhoud van plattelandsontwikkelingsprogramma's en het nationaal kader, de goedkeuring en wijziging ervan, de procedures en termijnen voor de goedkeuring van programma's, de procedures en termijnen voor de goedkeuring of wijziging van programma's of van de nationale kaders, inclusief inwerkingtreding en frequentie van indiening, de betalingsmodaliteiten betreffende de kosten van de deelnemers voor kennisoverdracht en voorlichtingsacties, specifieke voorwaarden voor de uitvoering van plattelandsontwikkelingsmaatregelen, de structuur en de werking van op grond van deze verordening opgezette netwerken, en de vereisten inzake de voorlichting en publiciteit, de vaststelling van het monitoring- en evaluatiesysteem en de voorschriften voor de werking van het informatiesysteem en de voorschriften met betrekking tot de presentatie van de jaarlijkse uitvoeringsverslagen.

For forest holdings above a certain threshold to be determined by Member States in their rural development programmes, support under paragraph 1 shall be conditional on the presentation of the relevant information from a forest management plan or equivalent instrument in line with sustainable forest management as defined by the Ministerial Conference on the Protection of Forests in Europe of 1993.
Voor bosbedrijven boven een bepaalde door de lidstaten in hun plattelandsontwikkelingsprogramma's vast te stellen drempel, is de in lid 1 bedoelde steun afhankelijk van de overlegging van de relevante gegevens van een bosbeheerplan of een gelijkwaardig instrument in overeenstemming met duurzaam bosbeheer zoals vastgesteld in de ministeriële conferentie over de bescherming van de bossen in Europa van 1993.

Finally, with a view to increasing transparency and the information available on the outcome for 2009-2011 and to ensure that the instruments coordinating actions financing broadband Internet infrastructure funded by the EAFRD and the Structural Funds are suitable, the Commission is asked to include a section specifically given over to verifying the results of this initiative in the annual monitoring report required for the European Rural Development Fund.
Om te zorgen voor meer transparantie en inzicht in de resultaten die zijn behaald in de periode 2009-2011 en voor geschikte instrumenten voor de coördinatie van de door het ELFPO en de structuurfondsen gefinancierde maatregelen voor breedbandinternetinfrastructuur, wordt de Commissie verzocht om in het jaarlijkse controleverslag dat is voorzien voor het Europees Fonds voor plattelandsontwikkeling een hoofdstuk op te nemen dat speciaal is gewijd aan de evaluatie van de resultaten die op dit gebied zijn behaald.

Acknowledging in its conclusions of 20 June 2008 that high food prices were affecting the situation of the world’s poorest populations and putting at risk progress towards the achievement of all Millennium Development Goals (MDGs), the European Council adopted an EU Agenda for Action on MDGs which states that the European Union is committed, in line with the Food and Agricultural Organisation (FAO) Conference Declaration adopted by the FAO High Level Conference on World Food Security on 5 June 2008 (the ‘FAO Conference Declaration’), to promote a global partnership for food and agriculture and wishes to play a substantial role in helping to bridge part of the financing gap by 2010 in the areas of agriculture, food security and rural development.
De Europese Raad heeft in zijn conclusies van 20 juni 2008 erkend dat de hoge voedselprijzen ernstige gevolgen voor de situatie van de armste bevolkingsgroepen in de wereld hebben en het halen van alle millenniumdoelstellingen voor ontwikkeling (MDG's) dreigen te vertragen, en een agenda van de EU voor actie inzake MDG's aangenomen waarin staat dat de Europese Unie zich overeenkomstig de verklaring van de conferentie van de Wereldvoedselorganisatie (FAO) die op 5 juni 2008 door de FAO-conferentie op hoog niveau over wereldvoedselzekerheid is aangenomen („de verklaring van de FAO-conferentie”), zal beijveren voor een mondiaal partnerschap voor voedsel en landbouw en bereid is een groot deel van het tegen 2010 bestaande financieringstekort op de gebieden landbouw, voedselveiligheid en plattelandsontwikkeling voor haar rekening te nemen.

These approaches will complement national and European rural development policy in the context of the "mainstream" programmes, in particular under Objective 1, Objective 2 and Objective 3 of the Structural Funds.
Deze benaderingen vormen een aanvulling op de nationale en de Europese beleidsmaatregelen voor plattelandsontwikkeling in het kader van de "mainstream", met name van Doelstelling 1, Doelstelling 2 en Doelstelling 3 van de Structuurfondsen.
