Where an intended measure covered by Article 7(3) aims at imposing, amending or withdrawing an obligation on an operator in application of Article 16 of this Directive in conjunction with Article 5 and Articles 9 to 13 of Directive 2002/19/EC (Access Directive), and Article 17 of Directive 2002/22/EC (Universal Service Directive), the Commission may, within the period of one month provided for by Article 7(3) of this Directive, notify the national regulatory authority concerned and BEREC of its reasons for considering that the draft measure would create a barrier to the single market or its serious doubts as to its compatibility with Union law, taking into account as appropriate any Recommendation adopted pursuant to Article 19(1) of this Directive concerning the harmonised application of specific provisions of this Directive and the Specific Directives.

Indien een voorgenomen maatregel als bedoeld in artikel 7, lid 3, bedoeld is om een verplichting voor een exploitant op te leggen, te wijzigen of in te trekken in toepassing van artikel 16 van deze richtlijn in samenhang met artikel 5 en de artikelen 9 tot en met 13 van Richtlijn 2002/19/EG (toegangsrichtlijn) en artikel 17 van Richtlijn 2002/22/EG (universeledienstrichtlijn), kan de Commissie binnen de periode van één maand zoals bepaald in artikel 7, lid 3, van deze richtlijn, de betrokken nationale regelgevende instantie en het Berec in kennis stellen van haar redenen om aan te nemen dat de ontwerpmaatregel een belemmering vormt voor de interne markt of van haar ernstige twijfels over de verenigbaarheid met het Gemeenschapsrecht, rekening houdende met eventuele uit hoofde van artikel 19, lid 1, van deze richtlijn vastgestelde aanbevelingen met betrekking tot de geharmoniseerde toepassing van specifieke bepalingen van deze richtlijn en de bijzondere richtlijnen.

19. Calls on the Commission to work in conjunction with international organisations which have set up programmes and initiatives to protect and promote endangered languages, including for example UNESCO and the Council of Europe;

Articles 8 and 12 of Directive 2002/19, as amended by Directive 2009/140, read in conjunction with Article 13 of Directive 2002/19, must be interpreted as meaning that a national regulatory authority, when minded to require an electronic communications operator that has significant market power on a specific market to install drop cables for the purpose of connecting the end-user to a network, has to take into account the initial investment made by the operator concerned and the existence of a price control that makes it possible to recover the costs of installation.
De artikelen 8 en 12 van richtlijn 2002/19, zoals gewijzigd bij richtlijn 2009/140 juncto artikel 13 ervan, moeten aldus worden uitgelegd dat een nationale regelgevende instantie die voornemens is een elektronischecommunicatie-exploitant met een aanmerkelijke macht op een specifieke markt ertoe te verplichten om bijzondere aftakkingen tot aansluiting van de eindgebruiker op het netwerk aan te leggen, rekening moet houden met de initiële investering van de betrokken exploitant en met een bestaande prijscontrole waarmee de installatiekosten kunnen worden terugverdiend.

Calls on the Commission to draw up, in conjunction with the social partners, a strategy to cut the number of accidents suffered by workers on the way to and from work; calls on the Member States and the Commission to encourage businesses to draw up road safety plans; calls on the Commission to do its utmost to ensure that certificates can be issued under the European Road Safety Charter to businesses that introduce road safety plans for their workers;

Certain provisions of the regulatory framework for electronic communications networks and services require necessary and appropriate cost-accounting mechanisms and price control obligations to be implemented, namely Articles 9, 11 and 13 in conjunction with recital 20 of Directive 2002/19/EC of the European Parliament and of the Council of 7 March 2002 on access to, and interconnection of, electronic communications networks and associated facilities (Access Directive) (3).
