Welcomes the creation as from 2014 of a simpler and more flexible Asylum and Migration Fund (AMF), which will replace the European Refugee Fund, the European Fund for the Integration of Third-Country Nationals and the European Return Fund, and underlines the need to allocate sufficient resources to support the protection of beneficiaries of international protection and asylum seekers; stresses, in this respect, the importance of including safeguards within the AMF, in order to prevent excessive allocation of funds to only one policy area at the expense of the CEAS as a whole; considers it necessary, in the context of the reform of allocation of funds in the home affairs area for the MFF 2014-2020, to also allocate sufficient resources for border protection in order to achieve greater solidarity in this area too; recalls that there should always be sufficient resources to fund international protection and solidarity measures for Member States;
22. is verheugd over de invoering in 2014 van een eenvoudiger en flexibeler Fonds voor asiel en migratie (FAM) dat het Europees Vluchtelingenfonds, het Europees Fonds voor de integratie van onderdanen van derde landen en het Europees Terugkeerfonds zal vervangen en onderstreept dat toereikende middelen moeten worden uitgetrokken om de bescherming van personen die internationale bescherming genieten en asielzoekers te steunen; onderstreept in dit verband hoe belangrijk het is in het FAM waarborgen op te nemen om buitensporige toewijzing van gelden aan slechts één beleidsgebied ten koste van het gemeenschappelijk Europees asielstelsel als geheel te voorkomen; acht het in het kader van de hervorming van de toewijzing van middelen op het gebied van binnenlandse zaken voor het MFK 2014-2020 noodzakelijk dat eveneens voldoende middelen voor grensbewaking worden uitgetrokken om ook op dit gebied tot meer solidariteit te komen; herinnert eraan dat er altijd voldoende middelen beschikbaar moeten zijn om internationale beschermings- en solidariteitsmaatregelen voor lidstaten te financieren;

In order to provide for a degree of flexibility in the allocation of funds, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of amendments to the indicative allocation of those funds.
