Bearing in mind that the Council conclusions of 10 June 2011 on the Energy Efficiency Plan 2011 stressed that buildings represent 40 % of the Union’s final energy consumption, and in order to capture the growth and employment opportunities in the skilled trades and construction sectors, as well as in the production of construction products and in professional activities such as architecture, consultancy and engineering, Member States should establish a long-term strategy beyond 2020 for mobilising investment in the renovation of residential and commercial buildings with a view to improving the energy performance of the building stock.
Aangezien in de conclusies van de Europese Raad van 10 juni 2011 over het energie-efficiëntieplan 2011 wordt benadrukt dat gebouwen goed zijn voor 40 % van het eindenergieverbruik van de Unie, moeten de lidstaten, om de groei- en werkgelegenheidskansen te benutten die worden geboden in de ambachtsnijverheid en de bouwsector, alsook bij de productie van bouwproducten en in het architectuur-, consultancy- en engineeringbedrijf, een langetermijnstrategie uitstippelen die verder reikt dan 2020, en die erop gericht is te investeren in de renovatie van woningen en bedrijfsgebouwen, ter verbetering van de energieprestaties van het gebouwenbestand.

10. Recalls its Treaty prerogative to be consulted in the CFSP and CSDP spheres, have its views duly taken into account and make recommendations; calls on the VP/HR to consolidate the consultation and reporting duties carried out to date by the Commission and the Council in the area of external action; asks the Council to adopt a constructive approach in the framework of the conciliation committee for the external assistance instruments, including the Instrument for Stability, by recognising the European Parliament's right to democratic scrutiny of strategy papers and multiannual action plans, as established in Article 290 of the TFEU;
10. brengt in herinnering dat het Parlement op grond van het Verdrag geraadpleegd dient te worden in aangelegenheden die het GBVB en het gemeenschappelijk veiligheids- en defensiebeleid (GVDB) betreffen, dat zijn opvattingen naar behoren in aanmerking dienen te worden genomen en dat het aanbevelingen kan doen; roept de VV/HV op de raadplegings- en verslagleggingstaken die tot dusver door de Commissie en de Raad op het gebied van extern optreden zijn verricht, te consolideren; verzoekt de Raad te kiezen voor een constructieve benadering in het bemiddelingscomité voor de externe bijstandsinstrumenten, met inbegrip van het stabiliteitsinstrument, door te erkennen dat het Europees Parlement het recht heeft democratisch toezicht uit te oefenen ten aanzien van de strategiedocumenten en meerjarige actieplannen, als vastgelegd in artikel 290 van het VWEU;

24. Further, asks Member States, local entities and school authorities to monitor and to improve the quality and nutritional standards of school and kindergarten meals including by means of specific training and guidelines for catering staff, quality control of caterers and guidelines for healthy food in canteens; underlines the importance of adapting portion sizes to needs and including fruit and vegetables in these meals; asks for more nutrition education on a balanced diet and encourages a move away from the sale of foods and beverages high in fat, salt or sugar and of poor nutritional value in schools; advocates instead making fresh fruit and vegetables more available at points of sale; invites competent authorities to ensure that at least three hours a week of the school curriculum are devoted to physical activities, in accordance with the objectives of the above-mentioned White Paper on sport, and asks those authorities to provide plans for the construction of new public sports facilities, accessible also to disabled persons, and for the safeguarding of existing sports facilities in schools; welcomes a possible "fruit at school" project to be financially supported by the EU similar to the current school milk programme; calls for solutions to be found to continue the free distribution of fruit and vegetables to schools and charitable institutions during 2008 as requested by some Member States, pending the entry into application of the school fruit scheme on 1 January 2009;
24. verzoekt bovendien de lidstaten, lokale instanties en schoolautoriteiten de kwaliteit en voedingswaarde van school- en kleuterschoolmaaltijden te controleren en te verbeteren, onder meer door middel van specifieke richtsnoeren en training voor cateringpersoneel, kwaliteitscontrole van cateraars en richtsnoeren voor gezonde voeding in kantines; onderstreept het belang van de aanpassing van de grootte van porties aan de behoeften en van het toevoegen van fruit en groente aan de maaltijden; dringt aan op meer voedingsonderwijs inzake een evenwichtige voeding en wenst een vermindering te zien van de verkoop in scholen van levensmiddelen en dranken met een hoog vet-, zout- of suikergehalte en weinig voedingswaarde; pleit in plaats daarvan voor het beschikbaar stellen van vers fruit en groente op verkooppunten; verzoekt de bevoegde autoriteiten erop toe te zien dat minstens drie lesuren per week gewijd zijn aan lichamelijke oefening, overeenkomstig de doelstellingen van het bovenvermeld Witboek over sport en verzoekt die autoriteiten plannen op te stellen voor de bouw van nieuwe openbare sportfaciliteiten die toegankelijk zijn voor gehandicapten, en de bestaande sportfaciliteiten in scholen te behouden; verwelkomt een mogelijk "schoolfruit"-project dat financieel gesteund wordt door de EU, analoog aan het lopende schoolmelkprogramma; roept op tot het vinden van oplossingen om de gratis verstrekking van fruit en groente op scholen en liefdadigheidsinstellingen in 2008 voort te zetten, zoals verzocht door een aantal lidstaten, in afwachting van de start van het schoolfruitproject op 1 januari 2009;

50. Notes with satisfaction that the completion of the Belliard building took place on 15 June 2004 and appreciates the fact that the Committee of the Regions and the European Economic and Social Committee have jointly informed Parliament on a regular basis of the progress of the construction work; requests that the two Committees ask for a report from the Sicabel consultancy company, which monitored the construction work from the commencement of the refurbishing project, to acknowledge that the project was carried out in conformity with the contract and its annexes; requests that the report be submitted to Parliament before 1 March 2006;

A Communication on statistics on crime and criminal justice is planned for the latter part of 2005; it will include an action plan and a Commission decision to set up a consultative committee to advise the Commission’s Directorate General Justice, Liberty and Security (JLS) in the different steps towards comparable statistics.
Volgens de planning zal er eind 2005 een mededeling worden uitgebracht inzake statistieken over criminaliteit en rechtshandhaving. De mededeling zal een actieplan omvatten, alsmede een besluit van de Commissie betreffende de oprichting van een raadplegend comité dat aan het directoraat-generaal Justitie, vrijheid en veiligheid advies moet uitbrengen over de verschillende stappen die gezet dienen te worden in de richting van vergelijkbare statistieken.

In order to facilitate this task, the European Organisation of Technical Approvals (EOTA), which groups together the national approvals bodies, would be in a position to draw up technical approvals guidelines in respect of a construction product or family of construction products, acting on a mandate from the Commission and after consulting the Standing Committee on Construction.

Where the threat is attributable to the technical specifications, to their application or to omissions inherent therein, the Commission will decide, after consulting the Standing Committee on Construction, whether the European or national technical specification should or should not continue to enjoy presumption of conformity.
