TRADUCTIONS EN CONTEXTE

1. Underlines the fact that the principle of universality applies to fundamental rights and equal treatment; urges the Council, therefore, to adopt the proposal for an anti-discrimination directive; stresses the fact that women in particular are often the victims of multiple discrimination and that it is necessary to examine all the factors impacting on women’s lives in order to strengthen all fundamental rights through the adoption of joint strategies for the protection of victims and the criminal prosecution of offenders, while promoting equality between men and women, paying special attention to vulnerable women and in particular to women with disabilities; invites the Commission and the Member States to improve the protection of vulnerable adults and to sign, ratify and implement the 2000 Hague Convention on the International Protection of Adults;

In particular, actions shall comply with the provisions of the Charter of Fundamental Rights of the European Union, Union data protection law, the European Convention for the Protection of Human Rights and Fundamental Freedoms (ECHR), the principle of fair treatment of third-country nationals, the right to asylum and international protection, the principle of non-refoulement and the international obligations of the Union and Member States arising from international instruments to which they are signatory such as the Geneva Convention Relating to the Status of Refugees of 28 July 1951, as supplemented by the New York Protocol of 31 January 1967.

Finally, in the Stockholm Programme approved by the European Council on 10 and 11 December this year, the need for an additional proposal as regards vulnerable groups is assessed in the light of the experience acquired from the application by the Member States of the 2000 Hague Convention on the international protection of adults, to which they will become parties in the future.
Ten slotte, in het door de Raad op 10 en 11 december van dit jaar goedgekeurde programma van Stockholm is de noodzaak van een aanvullend voorstel betreffende kwetsbare groepen beoordeeld in het licht van de ervaring die is opgedaan met de toepassing door de lidstaten van het in 2000 gesloten Verdrag van 's-Gravenhage inzake de internationale bescherming van volwassenen.

Asks the Member States to sign and ratify the Convention of 13 January 2000 on the International Protection of Adults, which applies to the protection in international situations of adults who, by reason of an impairment or insufficiency of their personal faculties, are not in a position to protect their interests;
16. verzoekt de lidstaten het Verdrag inzake de internationale bescherming van volwassenen van 13 januari 2000, dat van toepassing is op de bescherming van volwassenen in een internationale context, die door een aantasting of ontoereikendheid van hun persoonlijke vermogens niet in staat zijn om voor hun belangen op te komen, te ondertekenen en te bekrachtigen;

Welcomes the commitment of the French Presidency regarding the situation of vulnerable adults and their cross-border legal protection; congratulates those Member States who have signed and ratified the Hague Convention of 13 January 2000 on the International Protection of Adults, and encourages those Member States which have not yet signed or ratified it, to do so;

3. Member States shall ensure that a minor has the right to make an application for international protection either on his or her own behalf, if he or she has the legal capacity to act in procedures according to the law of the Member State concerned, or through his or her parents or other adult family members, or an adult responsible for him or her, whether by law or by the practice of the Member State concerned, or through a representative.
