Welcomes the recognition of the need for universal access to affordable and high-quality social services as a fundamental right and as an essential element of the European Social Model as well as to support the maintenance of people in work and the principles set out in Recommendation 2008/867/EC; considers that such social services include stable, affordable housing, accessible public transport, basic vocational training, and healthcare provision as well as access to affordable energy and other network services; notes that progress must be made on guaranteeing universal service obligations in services of general interest; considers that the development of a plan of action to establish an EU framework directive on services of general interest to guarantee these obligations is necessary; notes that progress remains inadequate in reaching the Barcelona targets set for affordable, high-quality childcare provision, which should be strengthened to cover all children in primary education; also notes that the care needs for other dependants are also inadequately met and should be subject to a similar process;

Welcomes the Commission's intention to continue the consultation process in greater depth so as to clarify the application of certain Community rules for social services; takes the view, further, that the proposed extended consultation process should be completed by mid-2007 and ask the Commission to formulate a decision on how to follow up this process and identify the best approach to take, including considering the need and legitimacy of a sector-specific legislative proposal;

Welcomes the publication of the Commission communication entitled 'Implementing the Community Lisbon programme: Social services of general interest in the European Union' (COM(2006)0177), which had already been signalled in the White Paper on services of general interest (COM(2004)0374), and which arises from the exclusion of social services from the scope of the amended proposal for a directive on services in the internal market, in connection with which the Council’s common position was approved at second reading by the European Parliament; welcomes the Commission's endeavours to conduct a consultation process with the Member States and with all the sectors involved, aiming to find a balance between the special characteristics of these services, which sometimes make them difficult to define in general terms, and the application of the principles of transparency, free competition and non-discrimination, which have mandatory force in the EU, and of Community law on the award of public contracts and concessions;

On the basis of this open process of consultation to which the Commission attaches a great deal of importance, the results of the ongoing study on social services and the work of the Social Protection Committee, the Commission will publish a first biennial report and re-examine the situation of social services of general interest or certain sectors among them in the light of Community law being applied.

The European involvement in the field of social services also has a basis in the application of Community law, as a result of the processes of opening up and diversification initiated by the Member States themselves, with the consequence that a growing proportion of social services in the European Union, until now managed directly by the public authorities, now come under the Community rules on the internal market and competition.

Accordingly, the revised common objectives and working methods for the social inclusion process stress the need to promote both dialogue with and the participation of all relevant bodies including social partners, NGOs and social service providers, and the active commitment of citizens in the fight against poverty and social exclusion.
