Human tissues and cells, such as bone marrow, tendons, ovocytes, and cornea are used in healthcare to treat people and cure them from various diseases.
Menselijke weefsels en cellen, zoals beenmerg, pezen, eicellen en hoornvliezen, worden in de gezondheidszorg gebruikt om mensen te behandelen en van verschillende ziekten te genezen.

A. whereas donated tissues and cells, such as skin, bones, tendons, corneas and haematopoietic stem cells, are increasingly used in medical therapies and as starting material for advanced therapy medicinal products (ATMP); whereas Directive 2004/23/EC stipulates that Member States shall endeavour to ensure voluntary and unpaid donations and shall also endeavour to ensure that the procurement of tissues and cells as such is carried out on a non-profit basis; whereas this is a clear legal obligation, and if a Member State does not comply with the principle, infringement proceedings may be brought;
A. overwegende dat gedoneerde weefsels en cellen, zoals huid, botten, pezen, hoornvliezen en hematopoïetische stamcellen, in toenemende mate worden gebruikt in medische therapieën en als uitgangsmateriaal voor geneesmiddelen voor geavanceerde therapie (ATMP); overwegende dat Richtlijn 2004/23/EG bepaalt dat de lidstaten zich beijveren om vrijwillige, onbetaalde donaties te waarborgen en zich tevens beijveren om ervoor te zorgen dat het verkrijgen van weefsels en cellen als zodanig zonder winstoogmerk geschiedt; overwegende dat dit een duidelijke wettelijke verplichting is, en dat als een lidstaat niet aan dit principe voldoet, er inbreukprocedures kunnen worden ingesteld;

Notes with concern that half of Member States state that they regularly face a lack of human tissues and cells, particularly spinal marrow, gametes and tissues such as corneas and skin; believes that the policies and laws in force should therefore be reviewed, as they are not adequate to meet the challenge of self-sufficiency in the European Union;

Donors with malignant diseases can be evaluated and considered for cornea donation, except for those with retinoblastoma, haematological neoplasm, and malignant tumours of the anterior segment of the eye.
