For the purpose of implementing the regionalised approach the Member States around the Baltic Sea established a regional Baltic Sea Fisheries Forum (BALTFISH).

The convention, which was signed in March 1974 by all the states bordering the Baltic Sea (Denmark, Germany, Sweden, Estonia, Finland, Latvia, Lithuania, Poland and Russia), aims to reduce pollution of the Baltic Sea area caused by discharges through rivers, estuaries, outfalls and pipelines, dumping and shipping operations as well as through airborne pollutants.
Het verdrag, dat in maart 1974 door alle staten aan de Oostzee (Denemarken, Duitsland, Zweden, Estland, Finland, Letland, Litouwen, Polen en Rusland) werd ondertekend, heeft tot doel vervuiling van het Oostzeegebied door lozingen in rivieren, estuaria, afvoerinstallaties en pijpleidingen, dumping en scheepvaartactiviteiten en door luchtvervuiling te verminderen.

On 31 May 2017 those Member States submitted a joint recommendation to the Commission, after consulting the Baltic Sea Advisory Council and obtaining scientific contribution from relevant scientific bodies.

The initiatives can be based on existing infrastructures such as intergovernmental cross-border cooperation committees (Finland and Russia organise such meetings on a regular basis, as do Poland and Ukraine), intergovernmental regional cooperation bodies (Council of the Baltic Sea States, Black Sea Economic Cooperation, etc.) or other associations and networks created to promote regional or border cooperation (Eurocities, Euroregions, etc.).
