As part of the follow up to the Green Paper on cultural and creative industries, the Commission will establish a European Creative Industries Alliance to develop new forms of support for these industries and promote the wider use of creativity by other sectors.

The transversal dimension of culture and creativity as a contributor to smart, inclusive and sustainable growth and as a catalyst for innovation in a wider economy has been recognised in different EU policy documents, such as the Communication on promoting the cultural and creative sectors of growth and jobs in the EU (2012), the Communication on cultural heritage (2014) or the European Parliament Resolution on a coherent EU policy for cultural and creative industries (2016).

Considers that creative people, products and services, as part of the cultural diversity of the EU, should form the basis of a strong single European market and well developed regions, as well as that of local economies where they can contribute to the creation of new economic activities and new jobs; calls for better use of the cultural and creative industries in attracting new investment and varied talent to Europe; stresses that entrepreneurs in the cultural and creative sectors do not have easy access to funding; calls on the Member States to adopt adequate social and fiscal measures to support the creative economy and to support new business models for cultural and creative industries adapted to the European market, which would enable the mobility of artists and people working in the cultural and creative industries, as well as help them to overcome obstacles relating to different tax or social systems and language barriers, and to promote better understanding among countries and cultures;

16. Calls on the Commission to promote joint research and partnership programmes between the cultural and creative industries and the education and training sector (including in-service training), thus providing citizens with creative and intercultural skills, to facilitate the use of new techniques and new creative tools in the education sector, to step up lifelong education and training – specifically through use of the European Social Fund – in view of the pace of technological change in this field, and conversely, by means of research and education, to renew the cultural and creative industries; stresses that intercultural learning and skills help people understand other cultures, thereby contributing to social inclusion;
16. verzoekt de Commissie gezamenlijk onderzoek en partnerschapsprogramma's van de cultuurindustrie en de creatieve bedrijfstakken en de sector onderwijs en beroepsopleiding alsook de sector een leven lang leren te bevorderen om de burgers creatieve en interculturele competenties bij te brengen, de toepassing van nieuwe creatieve technieken en instrumenten in het onderwijs en de beroepsopleiding in de hand te werken, een leven lang leren te bevorderen, met name via het Europees Sociaal Fonds, aangezien er op dit gebied allerlei technologische veranderingen plaatsvinden, en omgekeerd via onderzoek en onderwijs de cultuurindustrie en de creatieve bedrijfstakken te innoveren; wijst er op dat interculturele opvoeding en competenties de burgers helpen om andere culturen beter te begrijpen en op die manier bijdragen aan de maatschappelijke integratie;

A. whereas the cultural and creative industries represent an important part of the European economy, already employ some five million people and – thanks to the knock-on effect of innovation in this area – constitute a sector with powerful potential for creating decent, high-quality jobs not vulnerable to relocation; whereas the cultural and creative industries will be of prime importance in achieving the Union’s targets under the Europe 2020 strategy in terms of employment and the development of a society based on knowledge and innovation, especially through the initiatives for new jobs and the ‘industrial policy for the globalisation era’; whereas, to that end, it is important to establish an environment conducive to the development of these industries, which help to foster cultural identity and diversity at local and regional level, to create jobs, to develop advanced skills, to enhance competitiveness, to promote regions and geographical and cultural resources and to encourage technological innovation,
