TRADUCTIONS EN CONTEXTE

The elections supervised took place on 14th September 1996 and concerned the following institutions: the parliament of Bosnia-Herzegovina, the collective presidency of Bosnia Herzegovina, the parliaments of the two entities which constitute Bosnia-Herzegovina: the Muslim-Croat Federation and the Serb Republic; the presidency of the Serb Republic and the cantonal administrations.

3. Welcomes the results achieved with the return of refugees and internally displaced persons (IDPs), reconstruction and property restitution, in line with the provisions of Annex VII to the Dayton Agreement; insists on the need for full implementation of the annex and the related strategy in order to ensure a sustainable return and also fair, comprehensive and durable solutions for internally displaced persons, refugees and other war-affected persons; underlines in this regard the need for the sustainable return of Croats, Bosniaks and others into the Republika Srpska; stresses the need to make progress in improving the socio-economic integration of those who have returned; calls for better coordination of efforts at all levels and more attention to be given to the most vulnerable displaced people, including Roma and women victims of violence; notes with regret that, according to the International Committee of the Red Cross, there are still about 7 000 missing people whose fate remains unknown;

The three constituent peoples – Bosniaks, Croats and Serbs – do not constitute national minorities.

The country is at present an unequal federation, and unworkable in the long term, with the Bosnian/Croat Federation dominated by the Bosnians, the Serbs and their Republika Srpska, and the Croats of Herzegovina, who keep themselves to themselves, but the ones who really are marginalised are those Bosnian Croats who can scarcely find a place for themselves in this scheme of things.

Among these, in early April 2004, the ICTY unsealed an indictment dated 4 March against six Croats who served as political and military officials in the so-called "Herceg-Bosna", a war-time entity established by ethnic Croats in Bosnia and Herzegovina.

Serbs have been driven out of Croatia, Croats out of Serbia, Serbs and Croats out of parts of Bosnia and in Bosnia, the Muslim population was forced to flee, all of this with the help of military units of the respective Member States.
