The Commission has received numerous complaints from citizens pointing to the continued presence of obstacles to fluid traffic flow at certain road crossing-points at internal borders, in particular old infrastructure (e.g. buildings, control booths, roofs over the road or mobile equipment such as plastic cones, barriers, reduction of the number of lanes, traffic lights or road signs) and consequent considerable limitations on speed.

In view of the special privileges or immunities they enjoy, the holders of diplomatic, official or service passports issued by third countries or their Governments recognised by the Member States, as well as the holders of documents issued by the international organisations listed in point 4.4 who are travelling in the course of their duties, may be given priority over other travellers at border crossing points even though they remain, where applicable, subject to the requirement for a visa.

This action should: (a) define the scope and standard operating procedures (SOPs), in particular the role of the different authorities involved and a satisfactory coordination mechanism; (b) identify contact points for a network of public health authorities for the surveillance of and response to health threats due to communicable diseases and other threats which could impact on international conveyance areas at designated airports; (c) assist Member States and their airport authorities to develop core capacities and to implement the new International Health Regulations, with a particular focus on the implementation of core capacity requirements for the surveillance of and response to health threats due to communicable diseases and other cross-border threats which could impact on international conveyance areas at designated airports; (d) explore the impact on additional requirements for airport infrastructure, both in terms of personnel and equipment; and (e) based on experience in the maritime transport sector, create a network of public health authorities responsible for civil air transportation, with authority over at least the main international airports in the Member States, with the involvement and collaboration of airlines.

These contracts were signed on 25 October 2010 at the Thieu service station at the junction of the Mons-Paris motorways towards Brussels (E19) and Namur (E42), with a view over the Centre Canal and the Strepy-Thieu boat lift – a place that was especially chosen because the road and inland waterway systems run in parallel at this point and because it is only a few hundred yards away from both the Sart bridge-canal, a structure 500 m long and 50 m wide that enables the Centre Canal to cross the Thiriau du Sar valley, and a major crossroads between the N55 and N535 at the entrance to the town of La Louvière.

Points out that it has approved the Council Regulation concerning Community financial contributions to the International Fund for Ireland for the financial years 2000, 2001 and 2002 and emphasises the need for EU contributions to the IFI over the next three years to be allocated to cross-border or cross-community projects, to have a genuine additional impact on the target areas and to be used in accordance with the additionality principle;
