Notes that, as long as demand for products based on crude oil continues, keeping a European presence in the refining industry is important in order to help secure security of supply, support the competitiveness of downstream industries such as the petrochemical industry, set worldwide standards for fuel refining quality, insure compliance with environmental requirements and preserve employment in those sectors; highlights, as well, the finding of the Energy Roadmap that oil is likely to remain in the energy mix even in 2050, albeit with a much lower share than today, and used mainly in long-distance passenger and freight transports;

the execution, until 15 April 2013, of transactions required by a trade contract concerning key equipment or technology in the exploration of crude oil and natural gas, production of crude oil and natural gas, refining, liquefaction of natural gas and for the petrochemical industry as listed in Annex VIA concluded before 16 October 2012 and relating to an investment in Iran in the exploration of crude oil and natural gas, production of crude oil and natural gas, and the refining, liquefaction of natural gas made before 26 July 2010, or relating to an investment in Iran in the petrochemical industry made before 23 January 2012, nor shall they prevent the execution of an obligation arising therefrom; or

In case of multi- fuel firing combustion plants units using the distillation and conversion residues from refining of crude-oil refining for own consumption, alone or with other fuels, the Commission may amend paragraph 1 to set an average emission limit value for sulphur dioxide covering all such plants with a rated thermal input of 50 MW or more. the provisions for the fuel with the highest emission limit value (determinative fuel) shall apply, notwithstanding paragraph 1 above, if during the operation of the combustion plant the proportion contributed by that fuel to the sum of the thermal inputs delivered by all fuels is at least 50 %.
2.
