In the 1970's, two declarations, the Declaration on the Rights of Mentally Retarded Persons (DRMRP) [2] and the Declaration on the Rights of Disabled Persons (RDP) [3], were the first instruments in which the human rights of persons with disabilities were explicitly recognised.
