In Europe, as in Portugal, the issue of continued care is very important to the CDS-PP (the Democratic and Social Centre − People’s Party), and for several years we have clearly supported the creation of suitable networks to provide this kind of care and support for families including older people, and for private care providers.

Among the innovations introduced by the Agreement, the following will be noted in particular: - strengthening of the political and institutional aspects of the Convention, in particular by affirming democratic principles and respect for the rule of law, considered to be "essential elements" of the Convention, and the introduction of a clause allowing for total or partial suspension of cooperation, after consultation, except in emergencies, in the event of violation of one of those essential elements, and extension of the dialogue between the Parties to include problems of a political nature; - recognition by both sides that the development of trade is at the centre of ACP-EC cooperation and that all the means available under the Convention should be used to remedy the deterioration in the ACP States' commercial performance, resulting in particular from their lack of competitiveness, the erosion of their preferences and their insufficiently diversified economies.
De belangrijkste vernieuwingen van deze Overeenkomst zijn : - de uitbreiding van de politieke en institutionele aspecten van de Overeenkomst, met name door de bevestiging van de democratische beginselen en de eerbiediging van de rechtsstaat, die als "essentiële onderdelen" van de Overeenkomst worden beschouwd, en de invoering van een clausule op grond waarvan, in geval van schending van één van deze essentiële onderdelen, in principe na overleg, behalve wanneer er sprake is van een bijzondere urgentie, de samenwerking geheel of gedeeltelijk kan worden opgeschort. Daarnaast wordt de dialoog tussen de partijen uitgebreid tot kwesties van politieke aard ; - de erkenning door beide partijen dat de ontwikkeling van de handel de kern vormt van de ACS-EG-samenwerking en dat, door gebruik te maken van alle middelen die de Overeenkomst biedt, een halt moet worden toegeroepen aan de verslechterende handelsresultaten van de ACS-Staten, die vooral het gevolg zijn van hun zwakke concurrentiepositie, de afkalving van hun preferenties en het te eenzijdige karakter van hun economie.
