Member States should therefore introduce a combination of flexible and reliable contractual arrangements, active labour market policies, effective lifelong learning, policies to promote labour mobility, and adequate social security systems to secure labour market transitions accompanied by clear rights and responsibilities for the unemployed to actively seek work.
De lidstaten dienen dan ook een combinatie van flexibele en betrouwbare contractuele regelingen, een actief arbeidsmarktbeleid, effectief levenlang leren, een beleid ter bevordering van arbeidsmobiliteit, en adequate socialezekerheidsstelsels in te voeren, teneinde arbeidsmarkttransities te waarborgen die gepaard gaan met duidelijke rechten en plichten voor werklozen bij het actief zoeken naar werk.

14. Notes that certain forms of non-standard contracts, depending on how well they are embedded in labour and social security law, as well as the provision of lifelong learning and training opportunities, can contribute both to improving the European Union's economic competitiveness and also to catering for different needs of workers, bearing in mind the stage of life they are at and their job prospects; at the same time recognises that non-standard forms of work must go hand in hand with support for workers who find themselves in situations of transition from one job to another, or from one employment status to another; also notes that in order to make this transition rapid and sustainable, it is necessary to focus on active intervention allowing workers who re-enter the labour market to be entitled to some level of income support during the period strictly necessary for them to become more employable through training and requalification;
14. is van mening dat bepaalde vormen van niet-standaardcontracten, afhankelijk van hoe goed deze zijn ingebed in het arbeidsrecht en de sociale zekerheid, evenals het levenslang leren en opleidingsmogelijkheden, kunnen bijdragen aan zowel een groter concurrentievermogen van de economie van de Europese Unie als aan het antwoord op de verschillende behoeften van werknemers, naar gelang van de verschillende levensfasen en perspectieven in het beroepsleven; erkent echter dat niet-standaard vormen van arbeid gepaard moeten gaan met ondersteuning voor werknemers die zich in situaties van een overgangsfase bevinden tussen twee banen, of van een arbeidsstatus naar een andere; is tevens van mening dat het om deze overgang snel en duurzaam te maken, noodzakelijk is zich te richten op actieve interventie, waardoor werknemers die herintreden op de arbeidsmarkt recht moeten hebben op enige vorm van inkomensondersteuning gedurende de periode die strikt noodzakelijk is om inzetbaarder te worden door training en herkwalificatie;
