FRUIT AND VEGETABLES - AMENDMENT OF THE CMOs - Fruit and vegetables - Products processed from fruit and vegetables The Council achieved political agreement on this reform, the main aims of which are: - improving Community supply by strengthening the role of producers' organizations in their capacity as economic operators, while imposing more stringent criteria at Community level for their recognition and setting up an operating fund part-financed by the Community designed both to fund action to improve the quality of products and make the best commercial use of them and to increase Community withdrawal compensation, pay compensation for products withdrawn from the market which do not qualify for Community withdrawal compensation and increase the prices obtained for products sold for processing; - for Member States which so desire, there is also provision for a light Community framework for interbranch organizations in this sector; - a new method of managing short-term surpluses by reducing withdrawal compensation to a non-remunerative level and the possibility for producer groups to supplement the withdrawal payment (see above); - specific solutions, in addition to general CMO instruments, for problems which may affect some products whose economic importance is at regional or local level; - tighter controls, particularly in relation to the proper management of the operating fund by producer organizations, compliance with trade and health quality standards and correct operation of the entry prices arrangements through coordination and cohesion between the various bodies responsible at national and Community level, which should also result in uniform and non-discriminatory application of the controls. - setting up, with Community financing, of 5-year adjustment programmes (transitional period for reducing withdrawal compensation) designed to help producer organizations expand and make available to their members the appropriate technology for packaging and marketin ...
SECTOR GROENTEN EN FRUIT - WIJZIGING VAN DE GMO'S - Groenten en fruit - Verwerkte produkten op basis van groenten en fruit De Raad heeft een politiek akkoord bereikt over deze hervorming, die de volgende hoofddoelstellingen heeft : - een beter georganiseerd communautair aanbod door versterking van de rol van de telersverenigingen als commerciële factor, gekoppeld aan strengere communautaire eisen voor de erkenning van deze verenigingen en de instelling van een mede door de Gemeenschap gefinancierd actiefonds dat en met name is bestemd voor, enerzijds, de financiering van acties voor kwaliteits- en afzetverbetering, en anderzijds, verhoging van de communautaire ophoudvergoedingen, betaling van compensaties voor uit de markt genomen produkten waarvoor momenteel geen bodemprijs bestaat en een supplement op de prijzen van de voor verwerking verkochte produkten ; - ook is er voor de Lid-Staten die zulks wensen, een soepele kaderregeling voorzien voor organisaties in de groente- en fruitsector ; - een nieuwe regeling voor het beheer van de conjuncturele overschotten door verlaging van de compensatie voor het uit de markt nemen tot een niveau dat niet lonend is en de mogelijkheid voor telersverenigingen om de ophoudvergoeding aan te vullen (zie hierboven) ; - specifieke oplossingen buiten het kader van de algemene GMO-instrumenten voor problemen met bepaalde produkten waarvan het economisch belang beperkt is tot regionaal of plaatselijk niveau ; - verscherping van de controles, meer in het bijzonder met betrekking tot het deugdelijk beheer van het actiefonds door de telersverenigingen, de naleving van de handelsnormen en de kwaliteitsnormen uit gezondheidsoogpunt, en de goede werking van de regeling inzake invoerprijzen, via coördinatie en samenhang tussen de verschillende nationale en communautaire bevoegde instanties, hetgeen tevens moet leiden tot een uniforme en niet-discriminerende toepassing van deze controles ; - de instelling van door de Gemeenschap gefinancie ...

Three research areas have been identified: - "Production technologies for future industries"; the activities in question will relate to the integration of new technologies into production systems, the development of clean technologies, rational management of raw materials and waste, safety of production processes and sites, and improved business organization models and working conditions (safety, ergonomics, cultural factors, etc.); - "Technologies for product innovation"; research into traditional and advanced materials and associated technologies (molecular engineering, atomic scale technologies, recycling, etc.) will be designed to encourage the development of new products; - "Technologies for transport means" the aim being to develop vehicle design tools and traffic control and management systems for the aircraft, motor-vehicle, rail and maritime industries, and to improve transport capacities, safety performance, quality, speed, comfort and environment-friendliness.
