Recalls that one way of making researchers more mobile might be the creation of a research voucher which could be used by researchers in other Member States and hosting institutions and universities, the voucher thus making available additional financial resources for the actual research that attracts foreign researchers; believes that this would not only make it more interesting for research institutions and universities to host researchers from other Member States and to attract the most talented scientists, but would also contribute to the development of centres of excellence by making it possible for the most attractive research programmes and institutions to appeal to more researchers and to improve their financial situation; believes that this extra support for researcher mobility should be additional to current mobility funding schemes and that funding could be allocated from the "Cooperation" and "Capacity" programmes of FP7;

monitor good practices in relation to open access to European scientific production, including those arising from large scale experiments by scientific communities and large research institutions, and encourage the development of new models that could improve access to European scientific research results; monitor the current situation of public virtual scientific libraries in the EU and other ongoing developments across Europe relating to access of students and researchers to scientific information and to its digital preservation, as well as the relevant legal framework conditions that may have an impact on access to this information; experiment with open access to scientific data and publications resulting from projects funded by the EU Research Framework Programmes in order to assess the appropriateness of adopting specific contractual requirements; encourage research into digital preservation, as well as experiments on and wide deployment of scientific data infrastructures with cross-border, cross-institution and cross-discipline added-value for open access to and preservation of scientific information; support and contribute to improving policy coordination and to fostering a constructive debate and exchange of information between stakeholders.

The principle of the programme is to grant aid with an intensity of 50% as far as basic industrial research is concerned. Bonuses of 10% for SMEs and 10% for the new Bundesländer (with a cumulated bonus of 15% maximum) The programme will apply to the following fields: - basic methods for the development of products and production processes - recycling - logistics - scientific foundation of the integration of information technology in the production process - basics for the production in a changing world Support will be given to industry and research institutes for (cooperative) RD projects involving more than one company and projects of companies and research institutes together.
Uitgangspunt van dit programma is dat tot 50 % subsidie wordt verleend voor projekten van industrieel basisonderzoek (met een extra 10 % voor het MKB en eveneens 10 % oor de nieuwe Duitse deelstaten; de cumulatie daarvan mag maximaal 15 % bedragen) op de volgende gebieden : - basismethoden voor het produktieproces; - recycling; - aanpassing van de produktie aan de ontwikkeling van de wereldmarkten; - wetenschappelijke evaluatie van de integratie van de informatietechnologie in het produktieproces. De steun zal worden toegekend aan industriële ondernemingen en aan onderzoeksinstituten voor projecten waarbij meer dan één onderneming betrokken is, en zal met name een stimulans vormen voor deelname van het MKB.
