27. Deplores the fact that in spite of the major needs for restructuring, modernisation and diversification of Europe's rural economy, the resources allocated to rural development are set to fall in real terms; considers that a voluntary transfer of funds from direct agricultural support (CAP "first pillar") to rural development is not the appropriate means for remedying this situation; expresses in this connection strong reservations about the current Commission proposal concerning voluntary modulation of up to 20% of direct agricultural support to rural development; calls on the Commission to conduct an impact assessment in accordance with the Interinstitutional Agreement of 16 December 2003 between the European Parliament, the Council and the Commission on better law-making ; reiterates that Parliament still reserves its position concerning voluntary modulation and considers it would be useful to assess it together with the issue of co-financing in the context of the 2008/2009 review as expressed in Declaration No 9 of the IIA of 17 May 2006 concerning voluntary modulation;
27. betreurt het feit dat, ondanks de dringende noodzaak van herstructurering, modernisering en diversificatie van de economie van het platteland van Europa, de voor plattelandsontwikkeling bestemde middelen in reële termen dalen; is van mening dat een vrijwillige verschuiving van middelen van rechtstreekse landbouwsteun (eerste pijler van het GLB) naar plattelandsontwikkeling niet het passende middel is om deze situatie te verbeteren; geeft in verband hiermee uiting aan zijn sterke bedenkingen over het huidige Commissievoorstel over vrijwillige modulering van maximaal 20% van de rechtstreekse landbouwsteun naar plattelandsontwikkeling; verzoekt de Commissie om in overeenstemming met het Interinstitutioneel Akkoord "Beter wetgeven" van 16 december 2003 tussen het Europees Parlement, de Raad en de Commissie een effectbeoordeling uit te voeren; wijst er nogmaals op dat het Parlement nog steeds voorbehoud maakt met betrekking tot zijn standpunt over vrijwillige modulering en meent dat het nuttig zou zijn om deze tegelijk met het thema van de co-financiering te behandelen in de context van de herziening van 2008/2009, zoals gesteld in Verklaring nr. 9 bij het IIA van 17 mei 2006 over vrijwillige modulering;

23. betreurt dat de middelen voor plattelandsontwikkeling in reële termen zijn verlaagd, en zulks ondanks de sterke behoefte aan herstructurering, modernisering en diversifiëring van de economie van het Europese platteland; is van oordeel dat een vrijwillige verschuiving van middelen van rechtstreekse landbouwsteun (GLB "eerste pijler") naar plattelandsontwikkeling niet de juiste weg is om verbetering in de situatie te brengen; maakt in dit verband een sterk voorbehoud bij het recente Commissievoorstel betreffende vrijwillige differentiatie tot maximaal 20% van de rechtstreekse landbouwsteun naar steun voor plattelandsontwikkeling; verzoekt de Commissie een effectbeoordeling uit te voeren overeenkomstig het Interinstitutioneel Akkoord "Beter wetgeven" , van 16 december 2003 tussen het Europees Parlement, de Raad en de Commissie, en op basis daarvan een herzien voorstel voor te leggen over vrijwillige differentiatie;

31. Considers it essential to include a review clause in order to avoid establishing a rigid system for the division of competences; in this connection, considers that it would be useful to maintain a mechanism similar to the current Article 308 of the EC Treaty which could be applied only in exceptional circumstances and which works in both directions by enabling powers to be returned to the Member States when the need for Community intervention had ceased; hopes that the European Parliament will be involved in decision-making;
31. acht het onontbeerlijk een evolutieve clausule op te nemen om te vermijden dat het systeem voor de verdeling van bevoegdheden op een rigide manier wordt vastgelegd; acht het in dit verband zinvol een mechanisme te handhaven naar het model van het huidige artikel 308 van het EG-Verdrag, dat alleen in uitzonderingsgevallen mag worden toegepast en dat in beide richtingen functioneert doordat bevoegdheden kunnen worden gedelegeerd aan de lidstaten wanneer er geen behoefte meer bestaat aan een communautair optreden; wenst dat het Europees Parlement bij dit besluit wordt betrokken;
