TRADUCTIONS EN CONTEXTE

47. Urges the ECOFIN Council to settle, by March 2009, the review of the Value Added Tax Directive in order to allow for reduced VAT levels on labour-intensive and staff-intensive services and other appropriate measures to stimulate domestic demand; calls for coordinated action and solidarity by the Member States in this respect by allowing for the differentiated options in sectoral VAT reduction provided for in the VAT Directive which Member States may or may not choose to implement, according to their respective priorities; considers that selective tax incentives should stimulate domestic demand as well as the economy through reduced taxation of capital gains and reduced taxation on ‘green’ products; considers that reducing employers’ social charges on lower incomes and exemption of small businesses from social contributions would support both businesses and consumers and would stimulate demand;
47. dringt er bij de Raad ECOFIN op aan de herziening van de BTW-richtlijn uiterlijk in maart 2009 af te ronden om de heffing van verlaagde tarieven voor arbeidsintensieve diensten en andere passende maatregelen mogelijk te maken om de binnenlandse vraag aan te wakkeren; vraagt de lidstaten in dit verband om gecoördineerd optreden en solidariteit door bij de in de BTW-richtlijn vastgelegde sectorale BTW-vermindering verschillende opties toe te laten die de lidstaten al dan niet kunnen uitvoeren, al naargelang hun respectievelijke prioriteiten; is van mening dat de binnenlandse vraag en de economie dienen te worden gestimuleerd door selectieve belastingprikkels in de vorm van een lagere belasting op kapitaalwinsten, lagere belasting op 'groene' producten; is van mening dat een vermindering van de sociale lasten van werkgevers met betrekking tot lagere inkomens en de vrijstelling van kleine ondernemingen van sociale bijdragen zowel de ondernemingen als de consumenten zouden steunen en de vraag zouden stimuleren;
