Commission Decision (EU) 2015/512 (1) provides that the Directorate-General for Economic and Financial Affairs (‘the Directorate-General’) is responsible for the tasks related to the preparation of the Commission’s legislative and regulatory initiatives in order to protect the euro against counterfeiting and to provide support by means of training and technical assistance.

– having regard to the joint report prepared by the Directorate-General for Economic and Financial Affairs of the European Commission and the Economic Policy Committee entitled ‘The 2012 Ageing Report: Economic and budgetary projections for the 27 EU Member States (2010-2060)’,

Will not tolerate the fact that the necessary culture change in terms of recognising the role of Parliament in economic governance is still ongoing within the Commission’s services, and in particular its Directorate-General for Economic and Financial Affairs; calls on the Commission, and in particular the President and the Commissioner for Economic and Monetary Affairs, to respect Parliament’s role as co-legislator in multilateral surveillance, as provided for inter alia in Articles 121(6) and 136 TFEU, and to treat Parliament on an equal footing with the Council in all Union acts in this domain;

(c) it is not, however, necessary to strip the Commission Directorates-General of all their external relations responsibilities; particularly in fields where the Commission has executive powers, the integrity of current Community policies with an external dimension should be preserved; the Commission should provide a specific model for the departments concerned, such as the Directorates-General for trade, enlargement and development and relations with African, Caribbean and Pacific States, EuropeAid, the European Community Humanitarian Office, the department for Human Rights and Democracy, the department for Election Assistance, and the externally oriented units of the Directorate-General for Economic and Financial Affairs;

19. At the end of 2000 the EU was allocating EUR 9 300 million in commitment appropriations and EUR 5 600 million in payment appropriations per annum to cooperation with third countries, with the bulk of this aid focused on five main areas, namely: the European Development Fund (EDF) for the ACP countries; the Asian and Latin American developing countries (ALA); Mediterranean third countries (MEDA); assistance for the countries of central and eastern Europe (PHARE); and technical assistance for the Commonwealth of Independent States (TACIS). These amounts did not include ECHO-managed humanitarian aid, the macrofinancial assistance managed by the Directorate-General for Economic and Financial Affairs or the new SAPRA and ISPA pre-accession instruments.
19. Eind 2000 bedroeg de financiële bijdrage van de EU aan de samenwerking met derde landen op jaarbasis zowat 9.300 miljoen euro aan vastleggingskredieten en 5.600 miljoen euro aan betalingskredieten. Het grootste deel van dit bedrag was bestemd voor 5 grote fondsen: het voor de ACS-landen bestemde Europees Ontwikkelingsfonds (EOF), steun aan de ontwikkelingslanden in Latijns-Amerika en Azië, steun aan de mediterrane derde landen (MEDA), steun aan de landen in Midden- en Oost-Europa (PHARE), en technische steun aan de Gemeenschap van Onafhankelijke Staten (TACIS).
