Commission Decision (EU) 2015/512 (1) provides that the Directorate-General for Economic and Financial Affairs (‘the Directorate-General’) is responsible for the tasks related to the preparation of the Commission’s legislative and regulatory initiatives in order to protect the euro against counterfeiting and to provide support by means of training and technical assistance.
In Besluit (EU) 2015/512 van de Commissie (1) is bepaald dat het directoraat-generaal Economische en Financiële Zaken belast is met de voorbereiding van wetgevings- en regelgevingsinitiatieven van de Commissie ter bescherming van de euro tegen valsemunterij, en met ondersteunende taken van opleiding en technische bijstand.

At the 2104th meeting of the College on 5 November 2014, the Commission decided to reorganise its services and to transfer from the European Anti-fraud Office to the Directorate-General for Economic and Financial Affairs the tasks related to the preparation of legislative and regulatory initiatives of the Commission with the objective of the protection of the euro against counterfeiting, and of support in that area through training and technical assistance.

Underlines that, in order for the crucial economic governance reforms to be implemented in an effective way, the human resources situation at the Commission's Directorate-General for Economic and Financial Affairs (DG ECFIN) must be gradually upgraded so that it matches all the extended and new responsibilities; welcomes, in this regard, the reinforcement of this DG proposed by the Commission; stresses that additional resources will probably need to be allocated following the adoption of the "two pack" legislative package (COD(2011)0385 and 0386);

(c) it is not, however, necessary to strip the Commission Directorates-General of all their external relations responsibilities; particularly in fields where the Commission has executive powers, the integrity of current Community policies with an external dimension should be preserved; the Commission, striving to avoid duplication, should provide a specific model for the departments concerned, such as the Directorates-General for trade, enlargement and development and relations with African, Caribbean and Pacific States, EuropeAid, the European Community Humanitarian Office, the department for Human Rights and Democracy, the department for Election Assistance, and the externally oriented units of the Directorate-General for Economic and Financial Affairs;

At the end of 2000 the EU was allocating EUR 9 300 million in commitment appropriations and EUR 5 600 million in payment appropriations per annum to cooperation with third countries, with the bulk of this aid focused on five main areas, namely: the European Development Fund (EDF) for the ACP countries; the Asian and Latin American developing countries (ALA); Mediterranean third countries (MEDA); assistance for the countries of central and eastern Europe (PHARE); and technical assistance for the Commonwealth of Independent States (TACIS). These amounts did not include ECHO-managed humanitarian aid, the macrofinancial assistance managed by the Directorate-General for Economic and Financial Affairs or the new SAPRA and ISPA pre-accession instruments.
19. Eind 2000 bedroeg de financiële bijdrage van de EU aan de samenwerking met derde landen op jaarbasis zowat 9.300 miljoen euro aan vastleggingskredieten en 5.600 miljoen euro aan betalingskredieten.
