26. Urges the Commission and the Member States to make sure that a higher degree of cross-sector coordination of policies with an urban dimension is ensured at all levels of government to allow better mainstreaming of integrated urban development; calls on the Directorate-General for Regional and Urban Policy (DG REGIO), responsible for the EU’s urban policies, in close cooperation with the Commission’s existing Inter-service Group on ‘Urban Development’, to drive this process and to make sure that the urban dimension is taken into account in all relevant new initiatives; asks the President of the European Commission to appoint a political lead within the College of Commissioners to give strategic direction to the Urban Agenda of European policies and to report annually to Parliament on the Urban Agenda;

In parallel, it established structures to accompany Member States in their efforts, in particular the National Roma Contact Points' network where National Roma Contact Points from all 28 Member States meet regularly as well as the Commission-internal Roma Task Force chaired by Directorate General Justice (with Directorate General Employment, Social Affairs and Inclusion as deputy chair) bringing together senior representatives from the Commission's Secretariat General as well as from various Directorates General, including those in charge of regional and urban policy, education and culture, agriculture and rural development, health and consumers, enlargement, home affairs, statistics, budget, communication and the European Union Agency for Fundamental Rights (FRA) to ensure coherence and consistency.

Welcomes that, since 2009, 62 of the 112 audit authorities have been checked by the Directorate-General for Regional and Urban Policy and the Directorate-General for Employment, Social Affairs and Inclusion; observes that these audit authorities are responsible for 257 of the 317 ERDF/CF operational programmes and 48 of the 117 ESF operational programmes; observes, furthermore, that the audit authorities examined during the four-year period were responsible for 95 % of the ERDF/CF appropriations for the 2007-2013 programming period;

1. The Committee shall be chaired by the Director-General in charge of social policy at the Commission or, where he/she is prevented from so doing and as an exception, by one of the Directorate-General's directors to be nominated by him/her. The Chair shall not vote.
