This consultation could take the form of non-hierarchical, structured, permanent dialogue with associations of local and regional authorities during the negotiations on each chapter of the future association agreement in which the local tier of public administration is directly involved (chapters on domestic reform, tourism, agriculture and rural development, education, teaching and youth, cross-border and regional cooperation, institutional capacity-building, etc.).
