In the Objective 1 regions, the Commission ensures that the part of rural development integrated in the programming of the Structural Funds and financed by the EAGGF Guidance Section is consistent with the part financed by the EAGGF Guarantee Section.

From 1 January 2007, these two funds replace the EAGGF Guidance section and the EAGGF Guarantee section respectively.

The EAGGF part-finances during the programming period 2000-2006 two Objective 1 programmes implemented in Finland; Eastern Finland (EUR127.6 million EAGGF part-financing) and Northern Finland (EUR69.5 million EAGGF part-financing) corresponding to 20% of the total EU part-financing. In both of these programmes rural development measures, 50% part-financed by the EAGGF Guidance, are gathered to respective Rural Development Priority.

Transferring the funding of the measures on the collection, conservation and utilisation of genetic diversity in agriculture to the EAGGF Guarantee Section raises serious questions about feasibility, particularly of multinational cooperation under the measure. Unlike the structural programmes, the EAGGF is not geared towards the implementation of multinational projects.
De begrotingstechnische verschuiving van de maatregelen voor registratie, instandhouding en gebruik van de biodiversiteit in de landbouw naar het EOGFL, afdeling Garantie, roept grote vragen op ten aanzien van de uitvoerbaarheid, met name bij multinationale samenwerking. However, in all this, we must not forget or overlook the merits of the other organisations which have taken up parallels with the world of agriculture production and interpreted them to best advantage, without mentioning the fact that this broadening out to embrace other activities in itself represents a development of areas of potential recognised by the Union. The transfer from EAGGF-Guidance to EAGGF-Guarantee is another consoling aspect, in terms of attaining the objectives already outlined, providing both the possibility of tracking funds to their destination and, in particular, to the objectives which we want to achieve.
Wij moeten de landbouwsector in de gelegenheid stellen een hoofdrol te spelen bij de huidige veranderingen. Daarmee willen we niet ontkennen of verheimelijken dat ook andere organisaties een rol hebben gespeeld bij de ontwikkeling van de landbouwsector. Om niet te zeggen dat de uitbreiding met de "Carrefours" al een vorm van ontwikkeling is van het potentieel dat door de Unie is erkend. Bovendien wekt de overgang van de EOGFL van oriëntatie- naar garantiefonds het vertrouwen dat de voorheen gestelde doelen gehaald zullen worden, terwijl tegelijkertijd de besteding van de fondsen en de beoogde doelstellingen in de gaten worden gehouden.

Rural development policy, with assistance from the EAGGF Guidance Section (for Objective 1 and the Leader+ Community Initiative) or the EAGGF Guarantee Section (for Objective 2 and the national rural development plans), aims primarily at making rural regions more competitive and helping protect and create jobs in those regions.
Het beleid voor plattelandsontwikkeling, gevoerd met steunverlening van het EOGFL-Oriëntatie (voor doelstelling 1 en communautair initiatief LEADER +) of het EOGFL-Garantie (voor doelstelling 2 en de nationale plannen voor plattelandsontwikkeling), is er met name op gericht het concurrentievermogen van de plattelandsregio's te versterken en daarmee bij te dragen aan het scheppen en behouden van werkgelegenheid in die regio's.
