2. Recalls the level of operational ambitions outlined in the Council Declaration on strengthening capabilities of 11 December 2008 and the civilian and military tasks outlined in Article 43(1) TEU; recalls the Member States’ commitment to improve their military capabilities; calls on the European Council to launch the development of a European capabilities and armaments policy (ECAP) to that end, as provided for in Article 42(3) TEU;
2. herinnert aan het niveau van de operationele ambities dat in de verklaring van 11 december 2008 van de Europese Raad over vermogensversterking is neergelegd en aan de civiele en militaire taken zoals omschreven in artikel 43, lid 1, VEU; wijst erop dat de lidstaten hebben toegezegd hun militaire vermogens te verbeteren; verzoekt de Europese Raad daartoe een Europees beleid inzake vermogens en bewapening te ontwikkelen, overeenkomstig de bepalingen van artikel 42, lid 3, VEU;

53. Notes with satisfaction that the EU now has operational capability across the full range of Petersberg tasks, which has been reaffirmed through the launching of the first ESDP operations: EUPM in Bosnia-Herzegovina, Concordia in FYROM and Artemis in Bunia in the DRC; regrets however that this operational capability is still limited and constrained by many shortfalls and calls therefore upon the Council to continue to develop the EU's military capabilities including through the establishment of ECAP Project Groups;
53. stelt met voldoening vast dat de EU thans beschikt over het operationele vermogen voor het gehele gamma van de Petersbergtaken, hetgeen is onderstreept door de lancering van de eerste EVDB-operaties, namelijk de politiemissie van de Europese Unie (EUPM) in Bosnië en Herzegovina, CONCORDIA in de FYROM en ARTEMIS in Bunia in de Democratische Republiek Congo; betreurt echter dat dit operationele vermogen nog steeds beperkt is en afgezwakt wordt door tekortkomingen; verzoekt de Raad derhalve de militaire capaciteit van de EU te blijven ontwikkelen, o.a. door de oprichting van ECAP-projectgroepen;

The 1999 European Councils of Cologne and Helsinki gave new impetus to European security and defence policy through the definition of a headline goal to be achieved by 2003; and with the creation of new EU structures such as the Political and Security Committee, the EU Military Committee and the EU Military Staff. The European Capability Action Plan (ECAP), which seeks to fill EU capability shortfalls, is likely to include off-the-shelf procurement and collaborative programmes as well as defence research and technology measures.
De Europese Raad van Keulen en die van Helsinki (1999) gaven het Europees veiligheids- en defensiebeleid een nieuwe stimulans door voor 2003 een hoofddoel vast te stellen en nieuwe EU-structuren tot stand te brengen, zoals het Comité voor politieke en veiligheidsvraagstukken, het Militair Comité van de EU en de Militaire Staf van de EU. Het Europees vermogensactieplan (ECAP), dat tekortkomingen van het vermogen van de EU moet verhelpen, zal waarschijnlijk voorzien in aanschaf ,van de plank", gezamenlijke programma's en maatregelen op het gebied van defensieonderzoek en -technologie.

Given the long lifetime of defence equipment, harmonisation of the planning and procurement of equipment will also depend on an improvement in the current European Capabilities Action Plan (ECAP) which should help to bring a longer-term perspective.
Gezien de lange levensduur van defensiematerieel is harmonisatie van de planning en aanschaf van materieel ook afhankelijk van verbetering van het huidige Europese vermogensactieplan (ECAP), wat perspectief kan bieden voor de langere termijn.

Overall guidance, monitoring of progress and matching financing methods to ECAP proposals will require the active involvement of both the European Council and Defence Ministers in order to maintain impetus and to provide the necessary political authority to ensure rapid decisions.
Voor algemene oriëntatie, bewaking van de voortgang en aanpassing van financieringsmethoden aan de voorstellen in het kader van het Europees vermogensactieplan is actieve betrokkenheid van de Europese Raad en de ministers van Defensie noodzakelijk, zodat de dynamiek niet verloren gaat en er het vereiste politieke gezag voor snelle besluitvorming is.
