Stresses further the need to revise the financial statement of the biocides legislation in light of the significantly enhanced role for the ECHA envisaged by the co-legislators when the final legislative agreement is sealed, and to make adequate funds available as soon as the biocides legislation has entered into force, in order to enable the ECHA to prepare the IT system in time to deal with the new tasks once they become applicable; calls for the financial statement of the legislation on export and import of dangerous chemicals to be revised, if necessary, based on the final legislative agreement; asks, in this regard, the Commission to present fully the corresponding savings (budget and staff) in the respective Commission DGs when the above-mentioned tasks are to be implemented within the ECHA;
14. benadrukt voorts dat het financieel memorandum van de wetgeving inzake biociden moet worden herzien omdat de medewetgevers wanneer het definitieve wetgevingsakkoord wordt gesloten een aanzienlijk grotere rol voor het ECHA overwegen, en dat zodra de wetgeving inzake biociden in werking is getreden, de nodige middelen moeten worden uitgetrokken opdat het ECHA het IT-systeem tijdig kan klaarmaken om de nieuwe taken te verrichten wanneer deze eenmaal van toepassing zijn; vraagt dat het financieel memorandum van de wetgeving inzake de in- en uitvoer van gevaarlijke chemische stoffen zo nodig wordt herzien op basis van het definitieve wetgevingsakkoord; vraagt de Commissie in dit verband gedetailleerd mee te delen hoeveel de desbetreffende DG's van de Commissie zullen besparen (qua begroting en personeel) wanneer bovengenoemde taken binnen het ECHA zullen worden uitgevoerd.

Expresses its satisfaction with the second successful year of operation of the European Chemicals Agency (ECHA), the Commission (DG Enterprise and Industry) having been responsible for the budgetary management of the ECHA in 2007; emphasises, in particular, that the smooth and fairly rapid establishment of the ECHA is mainly as a result of the effective support provided by its partner DG, exchanges of experience with other similar agencies and the provision of strong support by the host country; considers, accordingly, that this best practice could be followed by the Commission when ‘new-comer’ agencies open;
42. spreekt zijn tevredenheid uit over het succesvolle tweede werkingsjaar van het Europees Agentschap voor chemische stoffen (ECHA), nadat de Commissie (DG Ondernemingen en industrie) verantwoordelijk was voor het beheer van de begroting van het ECHA in 2007; benadrukt met name dat de vlotte en vrij snelle oprichting van het ECHA vooral te danken is aan de effectieve steun van het partner directoraat-generaal, de uitwisseling van deskundigheid met andere gelijksoortige agentschappen en de volledige steun van het gastland; is daarom van mening dat deze beste praktijk navolging van de Commissie verdient bij het instellen van nieuwe agentschappen;
