This directive gives legal effect to a framework agreement concluded by the European social partners in the healthcare and hospital sector HOSPEM (i.e. European Hospital and Healthcare Employers' Association) and EPSU (European Federation of Public Services Unions) on 17 July 2009.
Deze richtlijn is bedoeld om rechtsgevolg te geven aan de raamovereenkomst die op 17 juli 2009 is gesloten door de Europese sociale partners in de ziekenhuis- en gezondheidszorgbranche HOSPEEM (European Hospital and Healthcare Employers’ Association) en EPSU (European Federation of Public Services Unions).

Both ETUC and EPSU are open to a comprehensive review, but consider that changes would only be desirable if they were to genuinely address the need to put an end to the opt-out.
