· Continue to coordinate the Commission's efforts with those of Member States, ESA and EDA in order to identify the critical space components and to ensure their availability; · Examine whether it is feasible to boost the emerging Earth observation market through incentives such as long term contracts with Earth observation industry; · Promote the use of space-based applications in EU policies; · Support awareness raising campaigns to make possible users (cities, regions, various industrial sectors, etc) aware of the potential of space-based applications, thus stimulate their needs for such applications and facilitate with ad hoc take up actions (e.g. vouchers for local authorities or SMEs) the adoption of new services by the final users; · Support the development of innovation support measures to industry at EU, national and regional level with a specific focus on SMEs in the downstream satellite-enabled services sector; · Implement the Commission GNSS Action Plan to foster the development and adoption of satellite navigation applications using EGNOS and Galileo; · Support space technology cross-fertilisation with other sectors and spin-in/spin-offs in RD and Innovation programmes.

Earth observation, particularly for meteorological and environmental purposes, is a field of excellence in Europe, thanks in particular to achievements under ESA programmes in this area (e.g. Meteosat, managed by the EUMETSAT Agency, Envisat).

In 2005, the Union made the strategic choice of developing jointly with ESA an independent European Earth observation capacity to deliver services in the environmental and security fields, which resulted ultimately in Regulation (EU) No 911/2010 of the European Parliament and of the Council of 22 September 2010 on the European Earth monitoring programme (GMES) and its initial operations (2011 to 2013).

(3a) This Regulation requires that the Agency improves the cooperation and information exchange with other Union bodies, offices and agencies, such as the European Maritime Safety Agency and the EU Satellite Centre, in order to make best use of existing information, capabilities and systems which are already available at European level such as the European Earth Observation Programme.

Encourages further progress of the MUSIS programme in order to facilitate sharing of satellite imagery from the next generation of Earth observation satellites, and calls for direct EU financial participation in the programme, and for the association of the EU Satellite Centre, in order to assure access to imagery tailored to the needs of the EU, and in particular the CSDP;

In mastering this challenge one could draw on EU initiatives and methodologies already implemented by the Joint Research Centre or other programmes – such as Kopernikus, the Global Earth Observation System of Systems, and Global Observations of Forest and Land Cover Dynamics.
Voor het aangaan van deze uitdagingen kan worden voortgebouwd op reeds door het Gemeenschappelijk Centrum voor Onderzoek ten uitvoer gelegde EU-initiatieven en methodologieën of op andere programma’s – zoals Kopernikus, het overkoepelend wereldwijd aardobservatiesysteem (Global Earth Observation System of Systems) en het “Global Observations of Forest and Land Cover Dynamics”.

The EU Satellite Centre, the services of the European Commission and ESA should intensify their collaboration aiming at further increasing synergies and thus contributing to the nucleus of a European Earth observation system.
Het EU-satellietcentrum, de diensten van de Europese Commissie en het ESA moeten hun samenwerking versterken om steeds meer synergie te bereiken en zo bij te dragen aan de kern van een Europees aardobservatiesysteem.

17. Calls on the Commission, in close cooperation with the ESA and the Member States, to draw up a proposal for the Council and Parliament for a European Earth observation plan and an environmental monitoring service; considers that the ESA "Living planet” programme could be used as a basis;
