Welcomes the Commission’s criteria, highlighting the fact that the challenges Member States face are of a long-term nature and that the multiannual programmes financed by European Structural and Investment Funds (ESI Funds), meant to address these challenges, require certainty and permanence, and that frequent reprogramming should therefore be avoided and instead stability favoured in order to reinforce the predictability and credibility of programmes under ESI Funds; believes that the shorter term focus of the Country Specific Recommendations (CSRs) should not jeopardise the long-term goals of ESI Funds given the long-term and result-oriented nature of the ESI Funds and the annual cycle of the European Semester; trusts that the Commission and the Council will be very cautious when requesting the reprogramming of the funds or the suspension of payments for the programmes, according to the principle of EU solidarity, which is partly expressed through the mechanism of the share out of EU funding and which should remain a central tenet of EU policy;
1. verwelkomt de criteria van de Commissie en onderstreept hierbij dat de uitdagingen waarvoor de lidstaten staan, een langetermijnkarakter hebben en dat de uit de Europese structuur- en investeringsfondsen (ESI-fondsen) gefinancierde meerjarenprogramma's die bedoeld zijn om deze uitdagingen het hoofd te bieden, zekerheid en bestendigheid vergen; vindt daarom dat frequente herprogrammeringen moeten worden vermeden en dat moet worden geopteerd voor stabiliteit om de voorspelbaarheid en de betrouwbaarheid van de programma's van de ESI-fondsen te versterken; meent dat de kortetermijnfocus van de landspecifieke aanbevelingen de verwezenlijking van de langetermijndoelen van de ESI-fondsen niet in gevaar mag brengen gezien het langetermijn- en resultaatgerichte karakter van de ESI-fondsen en de jaarlijkse cyclus van het Europees Semester; vertrouwt erop dat de Commissie en de Raad zeer voorzichtig zullen zijn wanneer zij verzoeken om herprogrammering van de fondsen of om de schorsing van betalingen voor de programma's, overeenkomstig het beginsel van EU-solidariteit, dat gedeeltelijk tot uitdrukking komt via het mechanisme waarmee EU-financiering wordt verdeeld en dat een centraal uitgangspunt van het EU-beleid moet blijven;

4. Considers it counterproductive that ESI Funds supporting education, training and employment creation might be suspended if such funds are achieving their objectives; calls therefore on the Commission to be cautious in applying the first strand of Article 23 of the CPR to all programmes coming under any of the thematic objectives of the ESI Funds, in particular thematic objectives (8), (9) or (10), or the employment and social targets of the Europe 2020 Strategy and to accompany any modifications to programmes under ESI Funds with the appropriate guarantees that social cohesion objectives are respected; asks the Commission to strictly commit to applying the ESF minimum share provided for in Article 92(4) of the CPR;

Due to paramount importance of the principle of the co-financing for the implementation of the ESI Funds in order to ensure the ownership of the policies on the ground, in line with proportional application of suspensions as referred to in Article 21, any decisions on suspensions triggered under the second strand should be made taking into account the specific requirements of the Member State concerned to provide co-financing for the programmes financed from the ESI Funds .
Gelet op het opperste belang dat het principe van medefinanciering voor de tenuitvoerlegging van de ESI-fondsen heeft om te zorgen voor controle over de beleidsmaatregelen op het terrein, moet, overeenkomstig de proportionele toepassing van schorsingen als bedoeld in artikel 21, bij alle besluiten over schorsingen die worden genomen in het kader van het tweede onderdeel, rekening worden gehouden met de specifieke vereisten van de lidstaat in kwestie om medefinanciering voor de uit de ESI-fondsen gefinancierde programma's te verstrekken.

2. On the basis of the performance review undertaken in 2019, the Commission shall within two months of the receipt of the respective annual implementation reports in the year 2019 adopt a decision, by means of implementing acts, to determine for each ESI Fund and Member State, the programmes and priorities which have attained their milestones, setting out this information by ESI Fund and by category of region, where a priority covers more than one Fund or category of region .
2. Op grond van de prestatiebeoordeling stelt de Commissie binnen twee maanden na de ontvangst van de respectieve jaarlijkse uitvoeringsverslagen in het jaar 2019 door middel van uitvoeringshandelingen een besluit vast om voor elk ESI-fonds en elke lidstaat te bepalen welke programma' s en prioriteiten hun mijlpalen hebben bereikt, waarbij zij deze informatie verstrekt per ESI-fonds en per categorie van regio, als een prioriteit betrekking heeft op meer dan een fonds of categorie van regio .
