EU monitoring takes place both through monitoring missions, dialogues with the beneficiary countries and written questionnaires.

The experts responsible for this monitoring mission had problems with the terms of reference for this first mission, which is why there was a big gap between the mission and the submission of the final report.

Besides attending meetings of the Monitoring Committee and taking part in some inspections by Unit G7, in 2002 the Portugal unit of the Directorate-General for Regional Policy carried out a number of monitoring missions to check on the progress of projects, acquire on-the-spot knowledge of the problems encountered in implementation and find the best solutions for the correct implementation of the projects (see Annex I).

Emphasises that the OSCE has a crucial role to play in resolving the Ukrainian crisis owing to its experience in dealing with armed conflict and crises and to the fact that both the Russian Federation and Ukraine are members of the organisation; regrets the fact that the OSCE Special Monitoring Mission is still understaffed and consequently underperforming; calls on the Member States, the VP/HR and the Commission to make further efforts to strengthen the OSCE Special Monitoring Mission in Ukraine with personnel and equipment; believes that the EU should, if requested by the Ukrainian authorities, deploy an EU monitoring mission to contribute to the effective control and monitoring of the Ukrainian-Russian border;

Supports the impartial work of the OSCE Special Monitoring Mission and commends its reporting activities; urges the parties in conflict not to create obstacles to the work of the Special Monitoring Mission, and calls on the OSCE members to ensure that the mission has all necessary equipment and personnel to perform its mandate, as well as to increase its monitoring capabilities and capacity to facilitate dialogue on the ground;

Stresses that the work of the OSCE Special Monitoring Mission is of crucial importance for reducing tensions and to help foster peace, stability and security; stresses, however, that its effects on the ground must be stepped up in order to provide effective control and verification of the Ukrainian-Russian border while upholding the objectivity of its actions; believes that the EU should deploy, if requested by the Ukrainian authorities, an EU monitoring mission to contribute to effective control and monitoring of the Ukrainian-Russian border; recommends that cooperation with other Eastern Partnership countries be enhanced in the framework of the CSDP;
