By letter dated 10 September 2014, the Chef de l'État de Transition of the Central African Republic (CAR) invited the Union to prolong the European Union military operation in the Central African Republic (EUFOR RCA) and to a post-EUFOR engagement with a view to supporting the Central African Armed Forces (FACA).
Bij brief d.d. 10 september 2014 heeft de Chef de l'État de Transition van de Centraal-Afrikaanse Republiek (CAR) de Unie verzocht om verlenging van de militaire operatie van de Europese Unie in de Centraal-Afrikaanse Republiek (EUFOR RCA) alsmede om een inzet na afloop van de EUFOR-operatie ter ondersteuning van de Centraal-Afrikaanse strijdkrachten (FACA).

3. This Decision shall be repealed as from the date of closure of the EU Operation Headquarters in accordance with the plans approved for the termination of EUFOR RCA, and without prejudice to the procedures regarding the audit and presentation of the accounts of EUFOR RCA, laid down in Decision 2011/871/CFSP.
3. 2. The HR shall also be authorised to release to the UN and the AU, in accordance with the operational needs of EUFOR RCA, EU classified information up to ‘RESTREINT UE/ EU RESTRICTED’ level which are generated for the purposes of EUFOR RCA, in accordance with Decision 2013/488/EU.

On 20 January 2014, the Council approved a Crisis Management Concept for a military bridging CSDP operation in the CAR, (hereinafter referred to as ‘EUFOR RCA’), subject to a UNSC Resolution adopted under Chapter VII of the UN Charter.

47. Welcomes the successful handover from the EU operation in Chad and the Central African Republic (EUFOR Tchad/RCA) to the United Nations Mission in the Central African Republic and Chad (MINURCAT), and now wishes to be kept informed about the current lessons learnt process, particularly as to how existing deficits and problems relating to practical cooperation with the United Nations and the African Union can be avoided in future missions;
47. is verheugd over de geslaagde overgang van de operatie van de Unie in Tsjaad en in de Centraal-Afrikaanse Republiek (operatie EUFOR Tsjaad/RCA) naar de missie van de Verenigde Naties in de Centraal-Afrikaanse Republiek en in Tsjaad (MINURCAT) en wenst op de hoogte te worden gehouden van het huidige proces inzake de lessen die zijn geleerd, met name wat de manier betreft waarop de bestaande lacunes en problemen bij de praktische samenwerking met de Verenigde Naties en de Afrikaanse Unie bij toekomstige missies kunnen worden voorkomen;

14. Acknowledges the usefulness of the ESDP EUFOR TCHAD/RCA mission for guaranteeing, with impartiality and the strictest neutrality, the safety of camps for refugees and displaced persons and of humanitarian organisations; regrets that, in terms of troop composition, EUFOR does not sufficiently reflect the diversity of the European Union, and calls on the Member States which have not yet done so to contribute to providing the necessary troops and matériel so as to guarantee its European identity; calls on the Member States and the Council to take the gender and human rights dimensions into consideration when the mission is carried out;
14. erkent het nut van de EVDB-missiee EUFOR TCHAD/CAR voor het garanderen, met inachtneming van onpartijdigheid en een zo strikt mogelijke neutraliteit, van de veiligheid van kampen voor vluchtelingen en ontheemden, alsmede van humanitaire organisaties; betreurt dat de samenstelling van de EUFOR-troepenmacht de verscheidenheid van de Europese Unie onvoldoende weerspiegelt, en roept de lidstaten die dat nog niet gedaan hebben op om bij te dragen aan het leveren van troepen en materieel, teneinde de Europese identiteit te waarborgen; roept de lidstaten en de Raad op rekening te houden met de gender- en mensenrechtendimensie bij de uitvoering van de operatie;
