(10) A European upper flight information region (EUIR) encompassing the upper airspace under the responsibility of the Member States within the scope of this Regulation should facilitate common planning and aeronautical information publication in order to overcome regional bottlenecks.
(10) Een Europees vluchtinformatiegebied voor het hoger luchtruim, dat onder de verantwoordelijkheid van de lidstaten valt binnen de werkingssfeer van deze verordening, moet gezamenlijke planning en publicatie van luchtvaartinlichtingen bevorderen, zodat regionale knelpunten worden weggenomen.

3. The establishment of the EUIR shall be without prejudice to the responsibility of Member States for the designation of air traffic service providers for the airspace under their responsibility in accordance with Article 8(1) of the service provision Regulation.
3. De instelling van het EUIR laat onverlet de verantwoordelijkheid van lidstaten om overeenkomstig artikel 8, lid 1, van de dienstverleningsverordening verleners van luchtverkeersdiensten aan te wijzen voor het luchtruim dat onder hun verantwoordelijkheid valt.

Without prejudice to the publication by Member States of aeronautical information and in a manner consistent with this publication, the Commission, in close cooperation with Eurocontrol, shall coordinate the development of a single aeronautical information publication relating to the EUIR, taking account of relevant ICAO requirements.

Onverminderd de publicatie van luchtvaartinlichtingen door de lidstaten en op een wijze die consistent is met het publiceren hiervan coördineert de Commissie in nauwe samenwerking met Eurocontrol de ontwikkeling van één enkele publicatie van luchtvaartinlichtingen met betrekking tot het EUIR, met inachtneming van de ICAO-eisen terzake.
