These concern in particular the market surveillance mechanisms (Article 3), the establishment of a working plan (Article 13), the establishment of a Consultation Forum similar to Parliament's Eco-Design Board (Article 14) and the review clause concerning the effectiveness of the directive and its implementing measures, market surveillance mechanisms and any relevant self regulation stimulated (Article 19).

4. For the purposes of the presumption of conformity in the context of this Directive, the Commission, acting in accordance with the procedure referred to in Article 15(2) and after consulting the Consultation Forum, may decide that other eco-labels fulfil equivalent conditions to the Community eco-label pursuant to Regulation (EC) No 1980/2000.

Het vermoeden van overeenstemming in de zin van deze richtlijn houdt in dat de Commissie, handelend volgens de in artikel 15, lid 2, bedoelde procedure en na raadpleging van het Overlegforum, kan besluiten dat andere milieukeuren overeenkomstig Verordening (EG) nr. 1980/2000 voldoen aan voorwaarden die ten opzichte van de communautaire milieukeur gelijkwaardig zijn.

(14) It is necessary to assign the task of contributing to setting and reviewing eco-label criteria as well as assessment and verification requirements to an appropriate body, the European Union Eco-Labelling Board (EUEB), in order to achieve an efficient and neutral implementation of the scheme; the EUEB should be composed of the competent bodies already designated by the Member States under Article 9 of Regulation (EEC) No 880/92, and of a consultation forum which should provide for a balanced participation of all relevant interested parties.
(14) Ter verzekering van de doeltreffende en onpartijdige toepassing van het systeem dient een instantie ermee te worden belast bij te dragen aan de vaststelling en herziening van de criteria voor toekenning van milieukeuren alsook van de vereisten inzake beoordeling en toezicht, namelijk het Bureau voor de milieukeur van de Europese Unie (BMEU). Het BMEU dient te zijn samengesteld uit de reeds door de lidstaten overeenkomstig artikel 9 van Verordening (EEG) nr. 880/92 aangewezen instanties en uit een overlegorgaan dat moet zorgen voor een evenwichtige inbreng van alle betrokken partijen.
