In its Communication of 28 November 2012 ‘A blueprint for a deep and genuine economic and monetary union — Launching a European Debate’[10] the Commission proposed ‘reinforced democratic legitimacy and accountability’ as a necessary part of any European Union reform.As further underlined in the Report ‘Towards a Genuine Economic and Monetary Union’ prepared by the President of the European Council in close cooperation with the Presidents of the Commission, the Eurogroup and the European Central Bank[11], democratic legitimacy and accountability are essential for a genuine Economic and Monetary Union.
In haar mededeling van 28 november 2012 getiteld "Blauwdruk voor een hechte economische en monetaire unie — Aanzet tot een Europees debat"[10] stelde de Commissie een ‘versterkte democratische legitimiteit en verantwoordingsplicht’ voor als een noodzakelijk onderdeel van elke hervorming van de Europese Unie. Dat werd ook onderstreept in het verslag "Naar een echte economische en monetaire unie", dat is opgesteld door de voorzitter van de Europese Raad, in nauwe samenwerking met de voorzitter van de Commissie, de voorzitter van de Eurogroep en de president van de Europese Centrale Bank[11]. Hierin wordt betoogd dat democratische legitimiteit en verantwoordingsplicht essentieel zijn voor een echte economische en monetaire Unie.

Building on the vision set out in the Five Presidents' Report of June 2015 and the Reflection Papers on the Deepening of the Economic and Monetary Union and the Future of EU Finances of spring 2017, the European Commission is setting out a Roadmap for deepening the Economic and Monetary Union, including concrete steps to be taken over the next 18 months.

The European Council on 18 October 2012 concluded that, ‘In the light of the fundamental challenges facing it, the Economic and Monetary Union needs to be strengthened to ensure economic and social welfare as well as stability and sustained prosperity’ and ‘that the process towards deeper economic and monetary union should build on the Union institutional and legal framework and be characterised by openness and transparency towards Member States whose currency is not the euro and by respect for the integrity of the internal market’.

As outlined in the Communication from the Commission to the European Parliament and the Council ‘A Roadmap towards a Banking Union’[1], in the Communication from the Commission ‘A Blueprint for a Deep and Genuine Economic and Monetary Union Launching a European Debate’[2] and in the Four Presidents’ report ‘Towards a genuine economic and monetary union’[3] in 2012, an integrated financial framework or ‘Banking Union’ is a vital part of the policy measures to put Europe back on the path of economic recovery and growth.
