Parliament could also call on the Commission to apply the IIA on recasting more systematically, especially with a view to differentiating more clearly between the codified part of an act, to which the 1994 IIA on codification should obviously apply, substantive amendments, and ‘purely formal or editorial changes’ (point 4, third indent, of the IIA on recasting).

- "substantive amendment" shall mean any amendment which affects the substance of the earlier act as opposed to purely formal or editorial changes,

- "unchanged provision" shall mean any provision of the earlier act which, although it may be affected by purely formal or editorial changes, has not undergone any substantive amendment.
- "ongewijzigde bepaling": een bepaling van het vorige besluit die eventueel louter formeel of redactioneel wordt aangepast, doch materieel niet wordt gewijzigd.
