For the purposes of ensuring the authenticity, integrity and inalterability of the electronic edition of the Official Journal, an advanced electronic signature based on a qualified certificate and created by a secure-signature-creation device in accordance with that Directive provides sufficient guarantees to the public.

The qualified certificate and renewals thereof shall be published on the EUR-Lex website in order to make it possible for the public to verify the advanced electronic signature and the authentic character of the electronic edition of the Official Journal.

1. The electronic edition of the Official Journal shall bear an advanced electronic signature based on a qualified certificate and created with a secure-signature-creation device, in accordance with Directive 1999/93/EC.

2. Without prejudice to Article 3, only the Official Journal published in electronic form (hereinafter ‘the electronic edition of the Official Journal’) shall be authentic and shall produce legal effects.

This Regulation should also lay down rules applicable in cases where, due to unforeseen and exceptional circumstances, it is not possible to publish and to make available the electronic edition of the Official Journal.
Deze verordening dient ook regels vast te leggen die toepasselijk zijn in gevallen waar, omwille van onvoorziene en uitzonderlijke omstandigheden, het niet mogelijk is om de elektronische editie van het Publicatieblad uit te geven en beschikbaar te stellen.

Where it is not possible to publish the electronic edition of the Official Journal due to unforeseen and exceptional circumstances, the printed edition shall be authentic and shall have legal effect in accordance with the terms and conditions set out in Article 3 of Regulation (EU) No 216/2013.
Indien het door onvoorziene en uitzonderlijke omstandigheden niet mogelijk is de elektronische editie van het Publicatieblad te publiceren, zal de gedrukte editie authentiek zijn en rechtsgevolgen hebben overeenkomstig de bepalingen van artikel 3 van Verordening (EU) nr. 216/2013.

In accordance with Council Regulation (EU) No 216/2013 of 7 March 2013 on the electronic publication of the Official Journal of the European Union (OJ L 69, 13.3.2013, p. 1), as of 1 July 2013, only the electronic edition of the Official Journal shall be considered authentic and shall have legal effect.
Overeenkomstig Verordening (EU) nr. 216/2013 van de Raad van 7 maart 2013 betreffende de elektronische publicatie van het Publicatieblad van de Europese Unie (PB L 69 van 13.3.2013, blz. 1) zal, met ingang van 1 juli 2013, enkel de elektronische editie van het Publicatieblad authentiek zijn en rechtsgevolgen hebben.
