In order to improve the economic and environmental performance of agricultural holdings and rural enterprises, to improve the efficiency of the agricultural products marketing and processing sector, including the setting up of small scale processing and marketing facilities in the context of short supply chains and local markets, to provide infrastructure needed for the development of agriculture and forestry and to support non-remunerative investments necessary to achieve environmental aims, support should be provided for physical investments contributing to these aims.

Knowledge and information acquired should enable farmers, forest holders, persons engaged in the food sector and rural SMEs to enhance in particular their competitiveness and resource efficiency and improve their environmental performance while at the same time contributing to the sustainability of the rural economy. When providing support to SMEs, Member States may give priority to SMEs linked to the agriculture and forestry sectors.

Improvements in the processing and marketing of primary agricultural and forestry products should be encouraged by means of support for investments aimed at improving efficiency in the processing and marketing sector, promoting the processing of agricultural and forestry production for renewable energy, introducing new technologies and innovation, opening new market opportunities for agricultural and forestry products, putting emphasis on quality, improving environmental protection, occupational safety, hygiene and animal welfare, as appropriate, by targeting, as a general rule, micro, small and medium-sized enterprises and other enterprises under a certain size, which are better placed to add value to local products, while simplifying the conditions for investment aid as compared with those laid down in Regulation (EC) No 1257/1999.

- Strategies for sustainable land management, including coastal zones, agricultural land and forests: The objective is to contribute to the development of strategies and tools for sustainable use of land, with emphasis on the coastal zones, agricultural lands and forests, including integrated concepts for the multipurpose utilisation of agricultural and forest resources, and the integrated forestry/wood chain in order to ensure sustainable development at economic, social, and at environmental levels; qualitative and quantitative aspects of multifunctionality of agriculture and forestry will be addressed.

Research will focus on: development of the necessary tools for integrated management of coastal zones (ICZM); evaluation of positive and negative externalities under different production systems for agriculture and forestry; development of strategies for sustainable forest management considering regional specificity; strategies/concepts for sustainable management and multipurpose utilisation of forest and agriculture resources; cost-efficiency of new environmental-friendly processes and recycling technologies within the integrated forestry/wood chain.
