This decision furthers the actions implemented by the earlier decisions establishing the ERF. It repeals Decision 2004/904/EC so that the ERF financial planning period coincides with the current multiannual programming period.
Bij deze beschikking, die voortvloeit uit de acties die door de eerdere beschikkingen tot instelling van het EVF ten uitvoer zijn gelegd, wordt Beschikking nr. 2004/904/EG ingetrokken, zodat de financiële programmeringsperiode van het EVF overeenkomt met het huidige meerjarige financiële kader.

As a consequence of the reduction of the scope of the Community actions funded by the ERF, the Commission proposes to limit the funding of those Community actions from 10% to 4% of the Funds available for the ERF.
Aangezien er voortaan minder communautaire acties uit het EVF gefinancierd zullen worden, stelt de Commissie voor om de financiering van die acties niet langer te begrenzen op 10%, maar op 4% van de voor het EVF beschikbare middelen.

The objective of the current proposal is to amend the Decision establishing the European Refugee Fund (ERF) for the period 2008 to 2013 having in view the creation of the European Asylum Support Office, which will have amongst its tasks certain operations that have until now been financed through the ERF: furthering "Community cooperation in implementing Community law and good practices, including interpretation and translation services supporting such cooperation" and "supporting the development and application by Member States of common statistical tools, methods and indicators for measuring policy developments in the field of asylum".
Het doel van het onderhavige voorstel is de beschikking tot instelling van het Europees Vluchtelingenfonds (EVF) voor de periode 2008-2013 te wijzigen, rekening houdend met de oprichting en inwerkingstelling van het Europees ondersteuningsbureau voor asielzaken, dat sommige activiteiten die tot dusver door het EVF werden gefinancierd in zijn takenpakket zal hebben: "het bevorderen van communautaire samenwerking bij de toepassing van communautaire wetgeving en goede praktijken, inclusief vertaling en vertolking ten behoeve van deze samenwerking" en "het ondersteunen van de ontwikkeling en toepassing door de lidstaten van gemeenschappelijke statistische hulpmiddelen, methoden en indicatoren voor het meten van beleidsontwikkelingen op asielgebied".

Het voorstel in kwestie beoogt de wijziging van de beschikking tot instelling van het Europees Vluchtelingenfonds (EVF) voor de periode 2008-2013, gelet op de oprichting van het Europees Ondersteuningsbureau voor asielzaken, dat zich zal gaan bezighouden met een aantal activiteiten die tot dusver werden gefinancierd uit het EVF.

As it is foreseen that the Office will take over some of the missions until now entrusted to the ERF, the Commission estimates that around EUR 24 million will be made available via the redeployment of funds currently envisaged for the ERF.
Omdat het de bedoeling is dat het bureau enkele taken van het Europees Vluchtelingenfonds (EVF) gaat overnemen, gaat de Commissie ervan uit dat ongeveer 24 mln euro via een herschikking van de middelen die thans voor het EVF worden uitgetrokken, kunnen worden gefinancierd.

The Commission will each year decide on the annual resettlement priorities on the basis of consultations in the management committee of the General Programme "Solidarity and Management of Migration flows" including the ERF III. This Commission Decision will be one of the implementing measures of the Decision establishing the ERF III, adopted by the Council and the European Parliament on the basis of Article 63(2)b of the Treaty establishing the European Community.

It is therefore proposed that the ERF III Decision should be amended , so that Member States which resettle according to the common EU annual priorities would receive financial assistance under Article 13 of the ERF III Decision.
Daarom wordt voorgesteld dat de EVF III-beschikking wordt gewijzigd , zodat lidstaten die hervestigen met inachtneming van de gemeenschappelijke jaarlijkse prioriteiten van de EU financiële bijstand ontvangen overeenkomstig artikel 13 van de EVF III-beschikking.

In the implementation of Community financial instruments it will seek to provide support and encouragement for national and Community projects (priority action in the 2003 call for proposals for Community action in the ERF, special budget remark in the 2004 PDB for national ERF programmes, cooperation under the 2003 Argo framework programme, actions under the 2003 call for proposals under line B7-667 for cooperation with third countries on asylum and migration).
De Commissie is voornemens in het kader van de tenuitvoerlegging van de communautaire financiële instrumenten steun te verlenen aan nationale en communautaire projecten op dit gebied (prioritaire actie in de oproep tot het indienen van voorstellen voor communautaire acties van het EVF voor 2003, speciale toelichting in de begroting over dit onderwerp in het VOB 2004 voor de nationale EVF-programma's, samenwerking op dit gebied in het kaderprogramma 2003 van Argo, acties in de oproep tot het indienen van voorstellen in het kader van artikel B7-667 voor de samenwerking met derde landen op het gebied van asiel en migratie).
